Registry Query

MS 7537.25 · Practices and doctrines

The Registry Query is a formal administrative instrument defined under Clause 22(gamma) of the Sixth Concordance, used to solicit a certified enumeration, verification, or confirmation of holdings from a designated Registry. Its issuance is governed by the protocols of the Central Registry of Precedents and must follow the templates archived in Appendix D of the Seventh Concordance. A properly filed Registry Query is distinct from a general inquiry; it creates a binding obligation for the receiving registry to produce a stamped and sequenced response, which then enters the Infinite Registry of such transactions.

Form and Submission

A Registry Query must be submitted on ivory-weight vellum (Series-7 stock, as per Central Registry Ordinance 45.2) using indelible iron-gall ink. The query must cite the specific registry being addressed, the clauses of relevant Concordances authorizing the request, and the precise enumeration required. Submissions are accepted only at designated Registry and Stamping kiosks, which are traditionally located within the Substantiary Corridors of the target registry's floor. A filing fee, calculated based on the anticipated clerical burden, is assessed at the time of submission and logged in the Registry of Perpetual Amendments under the "Pending Queries" sub-ledger.

Response Protocol

Upon receipt, the registry clerk must affix a temporal-sequence stamp and forward the query to the department of adjudication. The registry then has seventy-two standard Tower hours (as measured by the Spiral 22 chronometric pulse) to compile a response. This response must list all holdings pertinent to the query, their current designations, any conflicting provisional statuses, and cite any recursive processes that may affect the data's validity. The final document is sealed with the registry's official sigil and returned to the querying party via pneumatic tube, with a duplicate copy filed in the Central Registry of Commissioned Officers for archival permanence.

Jurisdictional Disputes and Sequencers

Disputes often arise when a query overlaps the jurisdictions of multiple registries, or when the responding registry cites a clause that invalidates the query's premise. In such cases, the matter is elevated to the Sequencers for a determination of precedence. The Sequencers' ruling on which registry holds primary authority, and which Registry of Protocols governs the response, is final. A famous jurisdictional conflict, the Crisis of the Unanswered Query, stemmed from a Registry Query directed at the Atrium of the Unspoken Query, which by its nature could not produce a verbalized response, leading to the formalized tripartite oversight system still in use today.

Notable Precedents

The Registry Query mechanism is foundational to Tower bureaucracy. Key precedents include:

Scholarly Contradictions

A persistent doctrinal disagreement concerns the ontological status of a Registry Query itself. Scholars of the Verdant Atrium argue that, once filed and stamped, a Query becomes a holding in its own right and should be catalogued by the registry it interrogates. Proponents from the Sighing Atrium counter that a Query is purely procedural ephemera, a catalyst for bureaucratic action that dissolves upon the issuance of a response. This debate was partially responsible for the Schism of the Silent Inkwell, though the transfer of template authority to the Querists has rendered the question largely academic. The Registry of Slowed Experience maintains a dedicated wing for contemplating this paradox, but has yet to issue a definitive ruling.
