Central Registry

The Central Registry is the primary administrative and citational nexus for all active codified law within The Tower, located at Spiral 117, Aperture Beta. It is the physical and conceptual counterpart to the Central Registry of Codified Law, which is itself the formal document the Registry compiles, maintains, and enforces. The distinction between the Registry as an institution and the Registry as a document is considered fundamental to its operation, as outlined in Concordance 4, Section 8 (The Doctrine of Institutional Duality).

Administrative Function

The Registry’s primary mandate is the maintenance of the Master Schedule of Right-of-Way and the official registry of Pending Resolutions. All amendments to the Central Registry of Codified Law must be processed through the Registry’s scriptorium, where they are assigned a unique citational sigil before being forwarded to the Central Scriptorium for engrossment. The Registry also operates the primary index for the Central Registry of Precedents, though this index is maintained by the separate Bureau of Registry under a service agreement detailed in Annex Delta of Concordance 17.

Staffing is drawn from the clerical pools of Spiral 117, with senior registrars appointed by the Board of Principal Librarians. A standing committee, the Panel of Registry Integrity, meets bi-decadally to audit cross-references between the Registry’s holdings and those of the Infinite Registry, a process that has never been completed.

Physical Structure

The Registry occupies the entirety of Aperture Beta on Spiral 117. Its layout is non-Euclidean, designed to physically manifest the citational hierarchy it administers. The main chamber, known as the Central Atrium, features the Receding Reference Desk, a service counter that perpetually moves away from approaching patrons at a rate proportional to the complexity of their query. Specialist wings include:

• The Hall of Ordinance: Where the full corpus of ordinances is stored on rotating brass spindles.
• The Annex of Directional Anomalies: Catalogues such phenomena as the Aperture of Absolute North.
• The Wing of Perpetual States: Houses the Office of Perpetual Affairs and the master copy of the Registry of Perpetual States.

Citational Authority

The Registry serves as the ultimate source for all formal citation within The Tower. Its parsing protocols, detailed in the Registry of Protocols, dictate the format for referencing any clause, annex, or ordinance. A citation is not considered legally binding until it has been verified against the Registry’s master index, a process overseen by the Department of Contradictory Citations to identify and log inherent conflicts.

Declarations of Clarification issued by the Board of Concordant Interpretation are filed here and serve as binding precedent, though they are stored in a different wing than the ordinances they clarify, in accordance with Concordance 9’s principle of “Interpretive Separation.”

Scholarly Disputes

The principal scholarly controversy regarding the Central Registry concerns its ontological priority. The Traditionalist School, citing Clause 991.04, holds that the physical institution preceded the codified document, and that the Central Registry of Codified Law is merely its most important product. The Derivationalist School, drawing from the Third Concordance, argues the inverse: that the concept of a central registry of law existed as a platonic form, and the institution at Spiral 117 was constructed to house it. A third, minority view posited by the Kaelian Sect suggests both are secondary effects of the Bureau of Apparent Duplication, and that no true “original” exists.

This dispute has practical ramifications for the processing of amendments and the authority of the Office of Voluntary Correspondence, whose submissions are sometimes processed differently depending on which interpretive lens the presiding registrar applies.

Related Offices and Bureaus

The Registry interacts with numerous subordinate and parallel bodies. The Central Scriptorium is its primary partner in the production of authoritative texts. The Bureau of Registry manages its public indices. Disputes arising from its filings are adjudicated by the Board of Concordant Interpretation, while logistical and spatial conflicts (such as right-of-way petitions) are managed internally using the Master Schedule.

All official correspondence for the Registry must be submitted via the Office of Voluntary Correspondence, though receipt of such correspondence does not guarantee its entry into the record, as per standing policy 117-Beta-4.
