Pending Resolutions
MS 6456.07 · Practices and doctrines
Pending Resolutions, formally known as Resolutions in a State of Formal Deferral, are administrative, judicial, or archival items within The Tower for which a final disposition has been officially suspended. Governed by the Principle of Deferred Judgment, a Pending Resolution is not considered unresolved; rather, its resolution is acknowledged as existing in a perpetual state of potentiality, to be enacted only upon the satisfaction of specific, often impossible, conditional clauses.
Legal Framework and Codification
The status and handling of Pending Resolutions are primarily defined in the Sixth Concordance, Annex Δ (Perpetual Affairs) and further elaborated in the Ordinance of Conditional Closure (OCC-8812). The OCC-8812 establishes the three core criteria for a matter to be classified as a Pending Resolution: a) the existence of a valid initiating query or conflict, b) the identification of at least two mutually exclusive yet internally valid outcomes, and c) the invocation of a deferral clause from an active Concordance or General Administrative Protocol. The official registry is maintained by the Department of Contradictory Citations within the Central Registry of Codified Law.

Types and Classifications
Pending Resolutions are categorized by 'Pending Type' as defined in Annex Ω of the General Administrative Protocols. The primary typologies include:
- Type 1 (Conditional): Resolution deferred until a specified future event occurs (e.g., "upon the next recorded instance of absolute silence in the West Humming Stacks").
- Type 2 (Auto-generative): Resolution deferred until the matter resolves itself, often applied to recursive or self-referential administrative loops. This category was notably expanded following the Case of the Perpetually Pending Request (Docket 45-Xi).
- Type 3 (Paradoxical): Resolution deferred due to a foundational logical contradiction, where any outcome would violate a higher-order Concordance.
- Type 4 (Evidentiary): Resolution deferred pending the discovery of evidence known to be catalogued elsewhere in the Tower but currently irretrievable (e.g., located on a floor whose number has been misplaced).
Physical and Archival Treatment
The physical documentation or artifacts associated with a Pending Resolution are transferred to the Pending Resolution Vault on Floor 47. Security protocols for the Vault fall under the purview of the Department of Perpetual Pending. Items are logged in the Master Folio of Pending Evidence, maintained on Floor 710. A symbolic representation of the deferral is often enacted in the Ceiling of Pending Motions, where a dossier for the item is suspended on a translucent filament, creating the chamber's distinctive "forest of potential outcomes."
For less sensitive items, or those awaiting initial classification, temporary placement in a Provisional Shelving area or the East Unbound Stacks is standard procedure. The latter has served as a holding area for at least four centuries.
Controversies and Scholarly Disputes
The ontological status of Pending Resolutions is a persistent subject of debate among Contradiction Librarians. The School of Latent Actuality, citing the Third Concordance, Clause Γ, argues that a Pending Resolution possesses a determinate, albeit inaccessible, truth-value from the moment of deferral. Conversely, the School of Perpetual Potentiality maintains that the state of "pending" actively sustains a superposition of all possible outcomes, which only collapses into a single reality if the deferral condition is ever met—a phenomenon they term "Administrative Waveform Collapse."
A more practical controversy surrounds the Doctrine of Implicit Resolution, which suggests that some Pending Resolutions may have been tacitly resolved through subsequent administrative actions or newly ratified ordinances, creating a shadow archive of de facto outcomes that contradict the official registry. Efforts to audit such implicit resolutions are themselves frequently deferred.
Notable Examples
- Re: Proper Numbering of Floor -1
- Deferred Type 3 (Paradoxical). The dispute over the procedural designation for the floor theorized to catalog imaginary geometries was deferred indefinitely when all proposed numbering systems resulted in violations of the Foundation Edict's axioms of sequential reality.
- Petition for a Definitive Index of All Provisional Holdings
- Deferred Type 2 (Auto-generative). The petition was classified as auto-generative, as the act of creating such an index would inherently generate new provisional holdings requiring inclusion, thus perpetuating the task.
- Jurisdictional Dispute Between the Archivists of Echo and the Curators of Anticipation
- Deferred Type 1 (Conditional). Resolution is pending "until the next verified chronological inversion," a condition documented only in apocryphal logs from the Lower Reaches.
