In practice, its function extends to the arbitration of daily procedural disputes where multiple, contradictory clauses of the Concordances appear relevant. The Department does not issue rulings on the substance of law, but rather provides the authoritative sequence for its application, following the doctrine of chronological precedence. A typical intervention involves the issuance of a Citation Order, a document that lists the applicable clauses in reverse chronological order of their amendment, thereby resolving the operational impasse.

Operational Structure

The Department is divided into three Bureaus:

• Bureau of Registry: Maintains the Central Registry, a physical archive of all Citation Orders and Pending Resolutions.
