On the Provenance of Holdings is the standard procedural document outlining the formal mechanisms for recording the arrival of new objects, entities, and concepts within The Tower. It does not address questions of ultimate origin, a matter which is explicitly deferred to a separate and unresolved ontological question. The document is classified under Protocol 17-B and is frequently amended.

Official Mechanisms of Arrival

Per the latest concordant version (Revision 9.4, ratified under Clause 33, Annex Delta), arrival events are categorized into three primary mechanisms:

1. Spontaneous Manifestation: The holding appears, fully formed, within a designated Receiving Aperture. These apertures are irregular architectural features (e.g., a specific alcove on Spiral 42, a non-functional fountain basin on Floor 1,117 ("The Cistern")) whose locations are recorded in a separate, restricted appendix. The Provenance Slip

The central artifact of the arrival process is the Provenance Slip. This slip records only the how and when of arrival, not the why or from where. Mandatory fields include:

• Arrival Mechanism (as above)
• Geographic Coordinates within The Tower (Floor, Spiral, Shelf, and Niche)
• Timestamp (Tower Epoch)
• Assigned Sigil
• Initial Descriptive Keywords (limited to observable properties)
• Signature of Recording Librarian

The reverse of the slip is left blank, a space which, per an unresolved addendum to the Second Concordance, is "reserved for future determinations regarding source." This blank space is the subject of considerable procedural lore.

Scholarly Disputes and Omissions

The document is notable for what it omits. The question of where holdings originate before arrival is deemed extraneous to the cataloguing process. This has not prevented vigorous scholarly debate, primarily between two schools:

The Intrinsic School

Argues that holdings are generated de novo by The Tower itself, as a necessary function of its endless archival nature. They cite the frequent correlation between arrival events and gaps in the Grand Taxonomy. Proponents often reference Librarian Algernon's Theorem on Conceptual Plenitude.

The Extrinsic School

Maintains that holdings must arrive from somewhere else, a place logically antecedent to The Tower. Their position is complicated by the fact that such markings are, by definition, catalogued as part of the holding once it arrives, thus becoming Tower properties.

Notable Exceptions and Anomalies

Several arrival events defy the standard categorization and are recorded in a supplemental ledger, Register of Irregular Acquisitions. These include:

The slip itself is then archived in the Hall of Inception on Floor 0 ("The Foundation"), physically separated from the holding it describes. This separation is held to be philosophically crucial, reinforcing the doctrine that provenance (the fact of arrival) and essence (the nature of the thing arrived) are distinct ontological categories within Tower law.
