Form 88-C: Provenance Slip

Form 88-C: Provenance Slip is the standard triplicate carbon document used to record the chain of custody for any holding, object, or concept physically transferred between authorized parties within the administrative purview of The Tower. Its completion is mandatory for any conveyance that is not a spontaneous, record-induced manifestation or an absorptive event.

The form’s primary function is to establish an unbroken administrative trail from point of origin to point of receipt, thereby satisfying the provenance requirements outlined in On the Provenance of Holdings and preventing the accrual of "orphaned liability," a condition addressed in Series Ω, Clause 7. A completed Form 88-C does not confer ownership, but rather documents custodial responsibility at a specific temporal node.

Physical Specifications and Distribution

Each Form 88-C set consists of a white original (Filed), a canary duplicate (Carrier), and a pink triplicate (Originator). The paper is 80gsm bond, infused with a minuscule quantity of particulate matter from Floor 1,114 (“The Granary”), which is believed, per Protocol 17-B, to inhibit unauthorized spectral duplication. The forms are distributed by the Office of the Clerk of the Threshold and can be requisitioned in bulk using Form L-17. Illegible or damaged forms must be replaced via a Melancholy Requisition (MR-7).

Required Fields and Completion Protocol

The form must be completed in black, indelible ink. Key fields include:

• Holding Designation: The official catalogue reference or descriptive title.
• Point of Origin (Floor/Stair/Aperture): Must correspond to an authorized transit point listed in the current Transit Manifest.
• Provenant Authority: The name and stamp of the individual or office releasing the holding, as defined in Revision 9.4, Clause 33, Annex Delta.
• Receiving Authority: The name and stamp of the individual or office accepting custody.
• Chain Sequence Number: If the holding is part of a multi-stage transfer, each slip must bear the next sequential number from the previous.
• Concordance Citation: The specific clause authorizing the transfer (e.g., “Per Concordance 12, Annex γ”).

Upon completion, the white copy is filed with the Office of Voluntary Correspondence, the canary copy remains with the holding or its carrier, and the pink copy is retained by the releasing authority. For inter-floor transit, the canary copy must be presented alongside the requisite Departure Slip (DS-7).

Relationship to Other Procedures

Form 88-C is a foundational document within a larger ecosystem of administrative control. Annex α of Form NOC-4a explicitly requires a completed 88-C chain for any filing that involves physical evidence. Conversely, the form is not required for the application process of a Guided Descent (M-7b), as the applicant themselves are considered the holding of record until descent commences. The form also interacts with derivative citizenship applications, where the subject’s point of ontological origin must be documented via a 88-C slip from their floor of manifestation.

Disputes and Ambiguities

The most persistent scholarly debate concerns the form’s applicability to concepts and ephemera. The Clean Page Doctrine holds that an idea, once recorded on any medium, becomes a physical holding and thus requires a slip for transfer. A counter-school, citing Citing Concordance 8, argues that only the medium requires provenance, not the idea itself, rendering a 88-C unnecessary for verbal briefings or mnemonics. This has led to the peculiar practice of some offices transferring empty folios annotated with concept-titles, simply to generate a compliant paper trail.

Furthermore, Revision 9.4’s elaboration of ‘Provenant Authority’ created ambiguity regarding transfers between non-administrative entities, such as between two Librarians in a private capacity. The prevailing, though contested, interpretation is that any transfer within the Tower’s physical space constitutes an administrative act, thus mandating the form. Failure to produce a slip upon audit can result in the holding being declared stateless and subject to immediate re-absorption by the nearest authoritative stack.

Archival Status

Filed white copies of Form 88-C are retained in perpetuity on Floor 309 (“The Receipts”), arranged by fiscal year and then by the hash of the Holding Designation. They are considered primary source documents for resolving disputes of custody and are often invoked during reassessment petitions (RV-9) or amendments to The Concordances. The sheer volume of these slips is such that Floor 309 is considered one of the Tower’s most potent geometric anchors, its mass of documented transactions allegedly exerting a slight but measurable gravitational pull on adjacent non-narrative spaces.
