It asserts that any such undertaking must begin from a state of explicit and documented emptiness, free from the implicit assumptions or unexamined precedents of existing catalogues. The Doctrine is most commonly invoked during the commissioning of a new Annex or the establishment of a research Charter of Inquiry for a previously uncatalogued concept.The Doctrine is formally codified in Annex Σ-7, “Procedures for Ontological Groundwork,” and its authority is derived through the Doctrine of Proximate Authority. Its operationalization is managed by the Office of Foundational Clarity, a sub-department of the Central Scriptorium.

Operational Requirements

Invoking the Clean Page Doctrine requires the filing of Form 18-C: Declaration of Conceptual Null State with the Office of Foundational Clarity. This form must include:

• A signed affidavit from the sponsoring Senior Librarian attesting to the absence of pre-existing, directly applicable holdings.
• A survey, conducted per Ordinance 712-C, of all holdings within a three-floor vertical and five-shelf horizontal radius of the proposed initiation point, to confirm the purported novelty.
