Per the amended definitions in Concordance 47, Clause 8.Δ, a spire achieves Foundational status upon the formal registration of at least one subsidiary annex with the Office of Catalogic Logistics. This registration triggers the application of the Spire Integrity Protocols, which govern everything from load-bearing enchantment maintenance to the hierarchical chain of reportage. A Foundational Spire is therefore an administrative construct as much as an architectural one. For example, the Moss-Growth Spire on Floor 14,022 is the Foundational Spire for the appended Spire Annex 7, despite the latter's notable spatial irregularities documented during the Incident at Floor 14,022.

Administrative Function

The curator or archivist-in-charge of a Foundational Spire holds the title of Spire-Steward, a role with significant procedural authority. The Spire-Steward is responsible for certifying all catalogic entries originating from their spire's domain, reconciling internal spatial discrepancies, and serving as the primary liaison to higher administrative bodies like the Office of the Twenty-Third Spire. All inter-spire communications and formal grievances must be routed through the relevant Foundational Spires' administrative cores. This centralization is intended to prevent the bureaucratic fragmentation observed during the Schism of the Eastern Stacks.

Structural and Ontic Role

Physically, a Foundational Spire is understood to be the primary conduit for the Tower's innate structural energies, often referred to in older texts as the "axial hum." It is the locus from which non-Euclidean expansions—such as the growth-spur documented on the Moss-Growth Spire—are legally permitted to extrude. Furthermore, the Spire-Steward of a Foundational Spire is one of the few officials authorized to request an Ontic Verification audit from the central authorities, a necessary step before cataloguing phenomena of questionable reality.
