Ordinance 4, also known as the Ordinance for the Prevention of Premature Conclusions, is a foundational Concordance within the governance structure of the Tower. Its primary function is to establish, regulate, and celebrate the state of unresolved contradiction between authoritative documents as a necessary feature of administrative integrity, rather than a flaw to be corrected.

The preamble famously states: “A conclusion reached before all possible contradictions have been duly filed and shelved is an architectural insult to the Tower itself.” Key clauses include:
- Clause 1: Mandates that any perceived contradiction between two or more Concordances must be formally recorded as a Pending Resolution within three working days of its discovery by a certified Librarian.
- Clause 3: Forbids the resolution of any Pending Resolution by means of declaring one Concordance superior to another. All Concordances are declared “equally binding in their domain of citation.”
- Clause 5: Establishes the Department of Contradictory Citations, charged with maintaining the official registry of Pending Resolutions and ensuring their accessibility to all petitioners.
- Clause 7: Specifies that the act of cataloguing a contradiction satisfies any legal or procedural requirement for addressing it, thus “concluding the matter of conclusion indefinitely.”
Historical Context and Enactment
Ordinance 4 was promulgated on 14 Gamma 312, following the so-called Crisis of the Twin Directives. During this period, expeditions to the lower floors returned with evidence that Concordance 11 (On Illumination Standards) and Concordance 22 (On the Conservation of Darkness) could not be simultaneously observed in the Galleries of Attenuated Light. Attempts to reconcile them led to a seven-year suspension of archival activities on seventeen contiguous floors.
