Perpetual State 1
MS 9916.07 · Practices and doctrines
Perpetual State 1 denotes the foundational, default condition of a subject under the purview of the Office of Perpetual Affairs. It is defined in Ordinance 4, Clause 14 of the Third Concordance as "the state of being the source from which a state of perpetual being is derived."1 Functionally, it represents the initial administrative registration of a phenomenon, individual, or conceptual object into the system of Perpetual governance, prior to any subsequent amendment, escalation, or resolution. It is distinct from a Conceptual Null State, from which it is procedurally separated by the filing of Form 18-C.
Operational Definition
Perpetual State 1 is less a descriptive condition and more a procedural origin point. Its declaration triggers three mandatory administrative actions:
- Entry of the subject into the Registry of Perpetual Amendments.
- Assignment of a Perpetual Designation Number (PDN), formatted as PS1-ωδ-[alpha-numeric string].
- The immediate imposition of the Protocol for Review under the Principle of Perpetual Amendment.
A subject in Perpetual State 1 is considered to be in a state of "administrative potentiality." Its ontological status is confirmed as real within the Tower—per the Tower's primary axiom—but its specific properties, categorization, and final custodial chain are considered pending. This is often colloquially referred to within the Department of Perpetual Pending as being "on the first page of a book that has not yet decided on its genre."
Distinction from Other States
Confusion often arises between Perpetual State 1 and adjacent conditions. The Tower's records clarify the following distinctions:2
- [[Versus Temporary Permanencies: A Temporary Permanency is a fully realized, stable state granted a finite (though often immense) duration. Perpetual State 1 is inherently unstable and designed for transition; its "perpetuity" refers to its immutable position as the first state in a potentially endless chain, not to a lack of change.
- [[Versus a Pending Resolution: While both involve unresolved status, a Pending Resolution exists under the Principle of Deferred Judgment, where the resolution itself is a known potential outcome. Perpetual State 1 contains no such presumption; its eventual trajectory is fundamentally unknown.
- [[Versus the Ωδ Sigil: The Sigil of Perpetual Custody is applied to mark the final transition out of the standard custodial chain into a static, permanent archive. Perpetual State 1 is, by definition, the point of entry into that chain.
Notable Instances and Case Studies
The most frequently cited archetype of a Perpetual State 1 subject is The Staircase That Forgets Itself, which was registered as PS1-ωδ-001-Alpha. Its designation has remained unchanged for 347 catalogued years, despite generating over 14,000 amendments to its file, effectively performing the Principle of Perpetual Amendment in real time.3 Other documented instances include:
- The initial registration of the ambient state of Vestigial Dread on Floor 7,404, prior to its allocation to an Ambient Reservoir.
- The collective designation granted to the contents of The Gallery of Unwritten Prefaces upon its discovery, treating the entire gallery as a single subject in foundational potentiality.
- The procedural status of the Iterative Chamber, argued by some scholars to be in a "meta-Perpetual State 1," as it is the apparatus that generates states of review.
Controversy Regarding the "First" State
A persistent doctrinal dispute hinges on whether Perpetual State 1 can truly be considered the initial state. The revisionist "Pre-Origination School," citing Annex Δ to the Third Concordance, argues that the act of registration itself implies a prior state of "un-catalogued existence," which they term State 0 or the "Clean Slate." They contend that Form 18-C actually transitions a subject from State 0 to State 1, not from Null to State 1.4 Mainstream Tower jurisprudence, supported by the Clean Page Doctrine, rejects this, asserting that uncatalogued existence is a logical impossibility within the Tower's operational framework and that Form 18-C is merely a bureaucratic prerequisite with no ontological weight.
Administrative Implications
The declaration of Perpetual State 1 carries significant resource obligations. The Office of Perpetual Affairs is required to initiate a monitoring schedule and allocate a baseline level of archival energy to sustain the subject's potentiality. This has been linked to the phenomenon of Perpetual Creep, as the cumulative resource draw from an expanding number of PS1 registrations can strain Tower systems. Consequently, proposals for a "Perpetual State 1 Sunset Review" have been periodically submitted to, and perpetually tabled by, the Department of Perpetual Pending.
