Registry of Perpetual Amendments
MS 1268.74 · Documents and ordinances
The Registry of Perpetual Amendments is the self-archiving, non-terminating catalog housed on Floor 9001 that records all successfully ratified changes to the Central Registry of Codified Law. Operated by the Office of Perpetual Affairs, the Registry’s primary function is not merely to store amendments, but to algorithmically generate their legal and textual dependencies, ensuring that no change is entered without a complete map of its cascading effects on the existing corpus.
Operational Principles
An amendment is considered "perpetual" and eligible for entry not upon its ratification, but only after its interrelations have been fully calculated by the Infinite Registry system. This process, known as "delineation," can take anywhere from three standard diurnal cycles to several fiscal epochs, depending on the amendment's complexity and its points of contact with other Perpetual states. The final authorization instrument is the application of the Infinite Stamp by a Clerk of the Third Order, which simultaneously commits the amendment to the Registry and triggers the automatic generation of cross-reference updates and archival flags. According to Annex Δ-7 of the Third Concordance, the physical substrate of the Registry is a "continuously re-inscribed metallic alloy," though its exact composition is a protected secret of the Office of Perpetual Affairs.
Structural Tensions
The Registry exists in a state of procedural tension between two governing principles. The Principle of Perpetual Amendment holds that the Registry must remain open to new entries to fulfill its mandate of comprehensiveness. Conversely, the Principle of Deferred Judgment asserts that no amendment can be processed until all potential conflicts with future, as-yet-unwritten amendments are provisionally resolved. This has led to the creation of the Iterative Chamber, a sub-bureau where amendments are placed in a state of "active suspension," their text shimmering in temporary ætheric containment until the Office’s prognostic engines can simulate a sufficient span of legal futures.
A key dispute recorded in the Master Log of Amendments (Entry 14,307) concerns whether this tension represents a flaw in the system or its essential, defining feature. The Marginalia School argues the latter, positing that the Registry is not a record of law but the legal process itself, materially instantiated.
The Perpetual Mandate
The Registry operates under what is informally termed the Perpetual Mandate: the condition that it is considered incomplete until it has listed every variation of every entry that could theoretically exist. This mandate is the stated reason for its non-terminating architecture. Critics, often from the Clerks of the Spiral, point out that this renders the Registry’s stated goal—to be a complete record—logically unattainable, as the set of "theoretical entries" expands with each new entry. The Office counters that the mandate is aspirational and that the value lies in the asymptotic approach to totality, a stance formally defended in the Precedent of the Unreachable Shelf (CRP Vol. MXXII, Folio 44).
Designation and De-Designation
The process for an entry to attain or lose its "Perpetual" status is governed by the stipulations of Clause IV. A successful amendment, once stamped, is perpetual by default. De-designation is a far rarer and more arduous process, requiring a unanimous finding by the Office that the amendment’s subject has entered a state of "ontological collapse" — meaning it no longer sustains any legal or conceptual dependencies within the Tower’s reality. The sole known application of the Sigil of Perpetual Custody, maintained in the Office’s auxiliary logs, was used to seal the records of the last de-designation, preventing even the citation of the amendment’s former number.
Physical and Conceptual Location
While the Registry’s administrative heart is on Floor 9001, its contents are holographically distributed across seven "mirror stacks" on non-adjacent floors as a continuity precaution. Scholars debate whether these mirrors contain copies or are partial manifestations of a single canonical entity. The Registry has no definitive first or last entry; its indexing system is spirallic, with each amendment containing pointers to its antecedents and dependents. Navigating it for research requires a special dispensation and the use of a tessellated key, issued by the Office, which recalibrates daily to match the Registry’s growth.
