Annex Alpha of Form Noc 4a Filing Instructions
MS 7935.45 · Documents and ordinances
Annex α of Form NOC-4a: Filing Instructions is a codicil to the standard Form NOC-4a: Filing Instructions that governs the permissible and impermissible methods for citing precedent related to a petition for NOC designation. It establishes the principle of "argumentative quarantine" to prevent the cross-contamination of evidentiary chains.
Purpose and Scope
Annex α was appended to the Filing Instructions by Ordinance 4, clause 19.b on 17 Vendémiaire, Year 712 of the Standard Chronology. Its primary function is to delineate a strict boundary between evidence used to establish the inherent ontological instability of a subject (justifying its removal from standard Grand Taxonomy filing) and evidence used to demonstrate its suitability for NOC classification. According to the text, "The petition for cessation of operational status and the argument for a new continuum must be constructed as parallel, non-intersecting narratives; the weakness of one must not be leveraged to imply the strength of the other."
In practice, this means a petitioner filing Form NOC-4a must maintain two separate evidentiary logs. The first log, documented via Form 88-C: Provenance Slip, traces the subject’s documented behavior that conflicts with its current taxonomic placement. The second, governed by Annex α, is a register of "latent affinities" – documented instances where the subject has behaved in a manner consistent with known NOC principles, such as exhibiting recursive self-reference or generating persistent Notices of Incongruent Fact.
The Tripartite Citation Prohibition
The core of Annex α is the Tripartite Citation Prohibition, which forbids three specific forms of argumentative crossover:
- Negative Leveraging: Using an instance of a subject’s failure to conform to its current classification as positive proof of its alignment with a NOC profile.
- Retroactive Contamination: Allowing evidence submitted under the Annex α register to be used to re-interpret or invalidate the provenance chain submitted on Form 88-C.
- Sympathetic Resonance: Citing the NOC status of a thematically similar but taxonomically distinct entity (e.g., arguing that because Unremarkable Spoon holds a NOC-7 designation, a theoretically similar utensil should as well). This is explicitly disallowed unless a formal Filing of Intent for cross-continuum analogy is first submitted to the Office of Perpetual Affairs.
A breach of any limb of the Prohibition is grounds for the NOC Committee to dismiss the petition without review, invoking the automatic rejection clauses of Ordinance 4.
Practical Application and the Alpha Register
To comply with Annex α, petitioners must prepare a supplementary document known colloquially as the "Alpha Register." This is not a standardized form but a free-form appendix that must, however, adhere to a rigid structure:
- A numbered list of affinities, each with a unique Alpha-Reference code (e.g., α-REF-712-04-19).
- For each affinity, a citation to a primary holding, Concordance, or auditor’s report.
- A declaration of the specific NOC principle the affinity demonstrates, drawn from the index of principles in Annex Δ.
- A signature from a Tier-3 Archivist affirming the citation has been physically verified and is not derived from secondary commentary.
The separation is physically enforced during Committee review; the Alpha Register and the Form 88-C provenance chain are delivered to the Committee in distinct, differently colored folios and are examined by separate sub-committees on alternating weeks.
Controversies and Scholarly Dispute
The necessity and philosophical coherence of Annex α is a subject of ongoing debate. Scholars of the Alpha Purists school argue it is an essential bulwark against logical decay, preventing petitioners from constructing "circular ruins" of argumentation. They often cite the case of the Sentient Protest Docket 4f7q22b, where a failure to enforce such separation allegedly led to a 14-month recursive filing loop that required the intervention of the Temporary Scaffolding of '09-Alpha.
Critics, however, contend that Annex α creates an artificial and unsustainable dichotomy, forcing archivists to ignore obvious holistic truths about a subject’s nature. They point to Concordance 88, which states "A thing is its behavior," as implicitly contradicting the Annex’s core premise. The most common procedural challenge arises when a single document contains both destabilizing evidence and a latent affinity; Annex α requires the petitioner to submit a redacted version for the provenance chain and a highlighted version for the Alpha Register, a practice derided by some as "scholastic surgery."
The annex's relationship to the triennial audit process that can invoke Form Ω-7A is also unclear. While Annex Γ outlines that audit, Annex α is silent on whether an audit’s findings constitute a permissible crossover citation, leading to frequent Class Beta procedural deadlocks requiring adjudication by the Librarians.
