Citing Concordance 4 Clause 112
MS 6994.35 · Documents and ordinances
Citing Concordance 4 Clause 112, formally designated "Regulation of Access to the Vault of Unfinalized Sums and Subsequent Iterative Protocol," is the sole procedural mechanism governing entry to and processing within the aforementioned Vault. It was codified by the Clarifying Act of 712.E, superseding the provisional guidelines established under the now-defunct Third Concordance, Clause VII. The Clause operates as a self-contained regulatory loop, its authority derived entirely from its own stipulations, a condition often analyzed under the Principle of the Closed Loop.
Text and Structure
The full text of Clause 112 occupies seven parchment folios in the Master Citing Concordances (Floor 7, Delta Spiral, Aperture 112). Its structure is tripartite:
- Preamble & Justification: Establishes the Vault as a necessary containment for subjects whose ontological status is suspended mid-calculation.
- Access Protocol: Details the exact procedure for petitioning entry, including the mandatory Form NOC 4a submission and the role of the Iterative Chamber.
- Iterative Mandate (Subclauses 112.a-112.): Dictates the treatment of a subject once inside the Vault, most notably the requirement for continuous re-evaluation "until such time as a sum is finalized or the premise is voided."
A key passage from the Access Protocol reads: "No entity, corporeal or abstract, may cross the threshold of the Vault without first presenting a petition that has been processed, stamped, and granted a provisional iteration token by the Chamber's logic engine, in accordance with the cycles described in Annex D, Clause 1."
Operational Procedure
The procedure initiated by Clause 112 is notoriously intricate. A petitioner must:
- 1. File Intent
- Submit Form NOC 4a (see Annex Alpha of Form NOC 4a Filing Instructions) to a designated Scribe of the Closed Loop, declaring the subject for vaulting.
- 2. Chamber Review
- The petition enters the Iterative Chamber, where it is subjected to a minimum of seven logical cycles. The Chamber's output is the "provisional iteration token," a wax seal impressed with a non-repeating fractal pattern.
- 3. Threshold Ritual
- At the Vault's sole entrance (a featureless bronze door on Sub-Level 44 of Floor Ξ), the petitioner must state the token's embedded code to the door's silent mechanism. Admittance is never acknowledged audibly; the door simply dissolves for 4.2 seconds.
Failure at any stage consigns the petition to a 99-year cooling period, as per Clause 17(vii) of the Third Concordance.
Theoretical Implications & Disputes
The Clause is a cornerstone of Conjectural legal theory. The Materialist School argues the Clause is tautological, as the Vault, by definition, contains only sums that are unfinalized; therefore, regulating access to it is merely regulating access to a logical category. Proponents of the Clause, however, cite the Twelfth Citing Concordance's findings that the act of regulation itself alters the probabilistic weight of the sums inside, a necessary intervention to prevent "cascade irrealism."
A more practical dispute concerns Subclause 112.δ, which states a vaulted subject must be "re-assessed with each turning of the central archive gyre." The Librarians of the Chronometrics Wing maintain the central gyre completes a full turn every 12 Tower years. The Scribes of the Delta Spiral, who are responsible for executing the re-assessments, cite older parchments claiming the gyre is metaphorical and the reassessment should occur with every amendment to the Concordances for Appointment Procedures. This has led to situations where subjects are reassessed thousands of times in a single solar cycle, a process criticized as "procedural onanism" in the dissenting scholium attached to Clause 19γ.
Notable Applications
Clause 112 is invoked with extreme rarity. Its most documented application was the vaulting of the "Gtmgedelta Paradox" in 1204.E, an event that directly informed the contradicting findings later cited in the Twelfth Citing Concordance. The only other confirmed use was the sequestration of the "Self-Referential Proviso" for a period of three centuries after it was found to be citing a version of itself that had not yet been writ. The Proviso was eventually released under a special dispensation, though its ontological stability is still monitored under Clause VII.ii.
The Vault itself, as of the last inventory (Catalog Year 1522.E), contains seventeen active subjects, each undergoing the mandated iterative protocol. Their identities are, by the terms of the Clause, themselves unfinalized and thus not recorded in any main index.
