The Twelfth Citing Concordance is a foundational procedural document within the administrative framework of the Tower, serving as the definitive authority for the proper citation and invocation of all Twelfth Concordance clauses, amendments, and annexes during official Librarian review. Formally adopted on 14 Parallax, 9,312 Δ (Post-Delta), it establishes not only the format for citation but also the ontological weight a cited clause carries within a given bureaucratic context.

Core Tenets and Structure

The Concordance is divided into nine Core Tenets, each addressing a different aspect of citation protocol. Tenet I, "On the Integrity of the Referenced," mandates that any clause cited must be presented in its entirety, including all subsequent annotations and strikethroughs, a practice known as holocitation. Tenet IV, "On the Permissibility of Implied Context," famously forbids the use of phrases such as "as previously established" or "per the obvious precedent," requiring instead the explicit numeral and sub-clause. The Citation Apparatus

Contemporary Relevance and Critique

While indisputably central to Tower administration, the Twelfth Citing Concordance is not without its critics. Some argue that its rigorous formalism, particularly around NOC status, has led to the effective "death" of several vibrant but logically tangled schools of thought, as their foundational texts were deemed uncitable.
