Concordance 7
MS 1867.23 · Documents and ordinances
Concordance 7, also historically referred to as the Seventh Concordance, is a foundational administrative document governing the preliminary classification and provisional shelving of holdings prior to their full integration into the Tower's permanent catalogue. Its principles underpin the system of Interim Stacks and establish the authority of the Provisional Cataloguers' Guild. While many of its operational clauses have been superseded by subsequent concordances, its core definition of "provisional reality" remains a cornerstone of Tower epistemology.
Historical Context and Supersession
Concordance 7 was ratified in the early Consolidation Period, following the perceived administrative failures addressed by The Sixth Concordance. It was designed to create a buffer between the influx of newly catalogued non-existent subjects and the stable, referenced reality of the main stacks. Its most significant contribution was the formal creation of the Interim Stacks on Floors -7 through -12. For several centuries, it served as the primary text for accession procedures.
This authority was gradually eroded. The Tenth Concordance superseded specific provisions related to shelving durations and review cycles. Later, Concordance 44 entirely redefined the chain of custody for provisional holdings, rendering much of Concordance 7's middle chapters obsolete. Today, its active legal force is minimal; scholars consult it primarily for historical understanding of classificatory philosophy, though as noted in the treatise Concordance Reconciliation, its foundational axioms are often silently relied upon by later documents.
Core Doctrine: Provisional Reality
The most enduring element of Concordance 7 is its formulation in Clause 7.1: "A holding, upon initial registration, accrues a state of provisional reality contingent solely upon its placement within a designated Interim Stack. This reality is binding for all purposes of handling, reference, and cross-citation within the Tower until such time as the holding is either elevated to the Permanent Catalogue or de-accessioned."
This clause resolved the ontological paradox of how a non-existent subject could be handled, measured, or described by the Librarians. It established that within the Tower's operational framework, the fact of cataloguing confers a functional reality, a principle that allows for the daily work of the archive to proceed without constant metaphysical crisis. This doctrine is frequently contrasted with the more rigid "declarative reality" model later proposed, and rejected, in the Annexes of the Third Concordance.
Administrative Structures
Concordance 7 established the Provisional Cataloguers' Guild, granting it exclusive rights to handle materials in the Interim Stacks. The Guild's authority, including its distinctive grey robes and lead-clad sigil, derives directly from Concordance 7, Annex B. The document also laid out the original schedule for mandatory review: every provisional holding was to be re-assessed within a "shelf-year," a unit of time defined not by celestial motion but by the average rate of dust accumulation on a specified type of vellum under standard stack conditions.
Furthermore, it introduced the concept of the Cross-Referencing Hold, preventing a provisionally catalogued item from being cited as authoritative evidence in a Concordance dispute until its status was finalized. This prevented the legal system from being undermined by potentially ephemeral subjects.
Scholarly Disputes and Legacy
The primary scholarly debate surrounding Concordance 7 concerns its relationship with the Third Concordance. While Concordance 7 deals with the process of integrating the non-existent, the Third Concordance is concerned with the authority to declare what does not exist. A faction led by the Verticalists argues that the procedural reality granted by Concordance 7 implicitly recognizes the ontological authority of the Third Concordance, creating a seamless hierarchy. Opponents, notably from the School of Discreet Foundations, point to Clause 8.14.γ and Concordance 14 as evidence that the two systems are philosophically distinct and that Concordance 7's "provisional reality" is a purely bureaucratic fiction, not an epistemological statement.
Despite its superseded status, Concordance 7's influence is pervasive. The very term "on provisional standing" used throughout Tower jurisprudence originates from its text. Its pragmatic approach to managing the unreal set a precedent for all subsequent administrative Concordances, from the Twelfth Citing Concordance to the Forty-Seventh Concordance. A full, annotated manuscript is maintained in the Reference Cylinder on Floor -7, precisely where its own regulations first placed it.
