Provisional Cataloguers' Guild
MS 9439.85 · Guilds, orders and offices
The Provisional Cataloguers' Guild (PCG) is the administrative body mandated by Concordance 7 to oversee the Interim Stacks and the classification of subjects pending full ontological verification. It operates under a system of Provisional Grants, the most significant being Grant 44-Sigma, which defines the guild’s scope and its often-tense jurisdictional boundaries with the Guild of Primary Cataloguers and the Speculative Cataloguers.
Establishment and Mandate
Concordance 7, ratified in the 14th Spiral (by the Progressive Index), created the Provisional Stacks in response to the "cataloguing bottleneck" of the late 13th Spiral. It simultaneously chartered the PCG to manage them. The Concordance’s oft-cited Clause 3 states: "Any object, concept, or sensation whose existence is attested but not yet empirically bounded shall be deposited within the Interim Stacks, there to remain until such time as a Primary Cataloguer affixes a docket number or a Speculative Catalogue provides a coherent counter-narrative." This established the PCG’s core function: to serve as custodians of the demonstrably present-but-unverified.
The guild’s authority is derived entirely from Provisional Grants, which are subject to amendment and occasionally revocation. Grant 44-Sigma, last amended in the 22nd Spiral, is the current foundational document. It explicitly forbids PCG members from making definitive ontological claims, restricting them to "provisional sorting, contingent shelving, and the maintenance of holding ledgers."
Structure and Ranks
The guild is headed by a Panel of Scribe-Provisionals, currently twelve in number, who rotate oversight of the main Hall of Interim Objects annexes. Below them are the rank-and-file Librarian-Provisionals, who perform the daily work of intake, logging, and cross-referencing with both Primary and Speculative indices. A separate, smaller cadre of Auditor-Provisionals is responsible for reviewing items whose provisional status has exceeded a standard holding period (currently set at 50 Tower years), a process that often triggers jurisdictional audits.
A notable sub-group within the PCG is the Candlemark Contingent, sometimes erroneously conflated with the independent Candlemark Choir. This group specializes in cataloguing phenomena reported solely by auditory means, operating under a special appendix to Grant 44-Sigma that permits them to use tuning forks and resonant frequency logs as provisional evidence.
Jurisdictional Conflicts
The PCG exists in a permanent state of administrative tension. Its relationship with the Guild of Primary Cataloguers is defined by a complex docket-transfer protocol. An item cannot leave the Interim Stacks without a Primary Cataloguer’s docket number, leading to frequent accusations from the PCG of bureaucratic delay, and counter-accusations from the Primary Guild of "ontological dumping" – the practice of sending forward poorly attested subjects to clear shelf space.
More profound is the guild’s philosophical conflict with the Speculative Cataloguers. The Speculatives argue that the very act of provisional cataloguing imposes a weak but tangible reality on its subjects, thus contaminating pure speculative inquiry. The Chamber of Unseen Cataloguers, in its typical fashion, has classified the PCG's internal meeting minutes as "Unverifiably Present," a ruling the PCG ignores per Advisory Precedent 887-Alpha.
Operational Protocols
All items entering the Interim Stacks are assigned a Provisional Holding Number (PHN) and logged in the Master Provisional Ledger. They are then sorted according to the Provisional Indexing Guidelines, a 300-volume set that categorizes subjects by mode of attestation (e.g., "Recalled but Not Witnessed," "Described in a Contradicted Text," "Felt in Absence"). Physical objects are stored in climate-controlled silence chambers, while conceptual or sensory holdings (like those later entered into the Log of Extinct Sensations) are recorded on harmonic cylinders.
The guild is also responsible for issuing Provisional Research Permits to scholars wishing to study holdings in situ. These permits famously contain clause 17(c), which absolves the Tower of any ontological consequences stemming from the research, a clause whose legal enforceability has never been tested.
Controversies and the Case of Scribe-Provisional Aris
The most significant internal controversy involved Scribe-Provisional Aris, who in the 31st Spiral attempted to migrate an entire wing of the Interim Stacks – Wing Delta, containing "Subjects of Melancholy Anticipation" – to the Vestibule of Almost-Read Titles without Primary dockets. Aris argued that the subjects were "self-evidently bound for eventual reading" and thus met a loophole in Grant 44-Sigma. The subsequent tribunal resulted in Aris's demotion to Librarian-Provisional and the addition of Annex Ω to the Grant, explicitly forbidding "provisional promotion on grounds of anticipated narrative momentum." Wing Delta remains in the Interim Stacks, though its melancholy is now officially noted as "provisionally intensified."
Current Status
As of the last audit cycle (Aperture 919), the Provisional Cataloguers' Guild oversees approximately 4.7 million individual holdings across 12 sub-levels of the Hall of Interim Objects. The average time a subject spends under provisional status is 78 years, though outliers exist. The guild continues to operate under the perpetual shadow of potential obsolescence, a tension most clearly embodied in the unresolved scholarly debate over whether the guild itself, by the strict definitions of Concordance 7, should be considered a provisionally existing entity.
