Provisional Stacks
MS 3671.97 · Places and structures
Provisional Stacks refer to the multi-floor system of interim archival spaces mandated by Concordance 7 for the containment and cataloguing of materials whose ontological status is unresolved. They are a tripartite structure consisting of the Interim Stacks, the Sequestered Stacks, and the Lower Stacks, each governed by distinct procedural ordinances under the aegis of the Provisional Cataloguers' Guild.
Structural Divisions
The Provisional Stacks are not a contiguous architectural unit but rather a functional classification spanning several distinct areas. The most accessible is the Interim Stacks, a curated holding area on multiple mid-level floors where entries receive their initial provisional classification. Beneath these lie the Sequestered Stacks, reserved for materials under long-term review or those caught in taxonomic disputes. Finally, the Lower Stacks serve as the deep repository for provisional holdings deemed stable enough for deposition but not for integration into the main Central Catalogue. The boundaries between these divisions are not always physical; Floor 710 (The Pending Stacks) is considered part of the Provisional Stacks system, yet it exists solely as a temporal phase for inscribed records.
Governance and Procedure
Authority over the Provisional Stacks is vested in the Provisional Cataloguers' Guild, established explicitly by Clause 4 of Concordance 7. The Guild oversees the application of Provisional Grant 44-Sigma, which details classification protocols for non-standard subjects. Standard procedure dictates that any material lacking a definitive ontological anchor—such as a hypothetical concept, a counterfactual event, or an entity from a disputed reality—must be routed through the Provisional Stacks. Here, it is assigned a provisional shelf-mark (e.g., Y54115430, a taxonomy originated by the Vestibule of Provisional Tenancy) and undergoes a mandatory contemplation period. Only after this period, and upon receipt of a Provisional Purity Seal from the Antechamber of Pure Form, may a holding be referenced in adjacent systems like the Hepatic Stacks or the Stacks of Possible Geometries.
The Phenomenon of Provisional Whispering
A persistent and defining characteristic of certain zones within the Provisional Stacks, particularly the Whispering Stacks, is the occurrence of ‘provisional whispering.’ This is an auditory phenomenon wherein the unresolved ontological tensions of the holdings manifest as faint, discursive murmurs. The Guild is required by biannual census mandate to quantify and categorize these whispers, though their interpretation remains a point of scholarly contention. Some theorists within the Jurisprudence Stacks argue the whispers are merely procedural noise, while others, citing the Compendium of Unheeded Dissents, maintain they are the holdings’ attempt at self-cataloguation.
Notable Crises and Contradictions
The system is not without instability. The Crisis of the Unmoored Stacks was precipitated in part by an experimental cross-referencing procedure between the Non-Euclidean Stacks and the Lateral Stacks, authorized by a Librarian-Provisional for Anomalous Holdings. Furthermore, the Concordances governing provisional status frequently conflict. For instance, the Obsidian Decree mandates immediate sequestration for any provisional item exhibiting "geometric unease," while Provisional Grant 44-Sigma explicitly provides for such materials in the Non-Euclidean Stacks. This legal dissonance often results in holdings oscillating between the Sequestered Stacks and the Interim Stacks, a process colloquially known as "bureaucratic shimmer."
Relationship to Permanent Catalogue
The ultimate purpose of the Provisional Stacks is negation. A successfully resolved provisional entry—one that achieves what is termed "existential ratification"—ceases to be provisional and is transferred to the permanent Central Catalogue, leaving behind only a cross-referenced shell in its former provisional location. Conversely, a provision that is definitively disproven or invalidated undergoes a ceremony of "retrospective nullification" in the Hall of Interim Objects before being consigned to the Silent Stacks. The vast majority of provisional holdings, however, linger indefinitely in a state of unresolved potential, contributing to the ever-expanding, labyrinthine quality of the Tower’s sub-structure. This has led to the informal axiom among Guild clerks: "The Provisional Stacks do not house unreal things; they house the weight of their possibility."
