Provisional Tribunal on Ideological Contamination
MS 5885.36 · Guilds, orders and offices
The Provisional Tribunal on Ideological Contamination is an appointed oversight body mandated to investigate and adjudicate disputes concerning the classification and containment of non-material hazards within designated administrative annexes of the Tower. Its establishment is authorized under Second Concordance, Annex 11, Clause 7.B, with its protocols detailed in the Provisional Tribunal Protocol. The Tribunal's authority is confined to a specific case or cluster of cases; it is dissolved upon the delivery of its final findings to the Central Scriptorium, a practice distinguishing it from a standing body like the Librarians' Tribunal.
Convening and Composition
A Provisional Tribunal is convened following a formal Petition submitted by a chief archivist of a relevant annex or, in cases of inter-annex conflict, by a majority of the Dust Arbitration Council. The petition must demonstrate a prima facie case of unresolved Conceptual Contamination or Paradox Contamination with potential for Cross-Contamination. The Librarians' Adjudicatory Panel reviews the petition and, if satisfied, appoints three to five Tribunal members from a pre-cleared roster of senior librarians who have undergone requisite ideological screening. Crucially, all members must hold clearance for Proscribed Doctrines, Vol. 89, granting them provisional access to otherwise restricted ontological frameworks necessary for their deliberations.
Operational Jurisdiction and Scope
The Tribunal’s mandate is explicitly provisional and investigative. It possesses the authority to demand evidentiary materials from any annex under its review, to conduct on-site inspections within Provisional Reality phases of new holdings, and to compel testimony from archival staff. Its jurisdictional boundaries are frequently contested, particularly when its investigations overlap with the authority of the Paradox Control Bureau or impinge upon the doctrinal interpretations of the Axiomatic School of Librarianship. A notable precedent was set in 332-A when the Tribunal adjudicated, but did not resolve, a dispute between the Bureau of Conceptual Reclamation and the Paradox Control Bureau, an event that led to the codification of the Doctrine of Proximate Authority.
The Kessler Determination and Regulatory Stasis
The Tribunal's most cited ruling is the Kessler Determination (Case 45-). After 18 months of investigating anomalous narrative leakage between Floor 7,114 ("The Infinite Corridor") and Floor 7,115 ("The Room of Broken Clocks"), the Tribunal concluded that the contamination was self-sustaining and irreducible through standard archival procedures. Rather than issue a directive, it invoked a Regulatory Stasis, placing both floors under a permanent moratorium on re-cataloguing. The Determination's controversial Paragraph 14 states, "The containment is the catalogue entry," effectively housing the unresolved dispute in perpetuity and establishing a model for managing irresolvable paradoxes without declaring them resolved.
Criticisms and Scholastic Disputes
The Provisional Tribunal system is a persistent point of contention between the Axiomatic and Sceptical schools of librarianship. Axiomatic scholars argue that the Tribunal's reliance on Proscribed Doctrines during its provisional phase constitutes a dangerous Ideological Contamination in itself, risking the very breaches it is meant to contain. Sceptical scholars counter that this temporary, controlled exposure is the only method for accurately diagnosing high-order conceptual hazards. This debate was last brought before an Interpretive Panel for Scholastic Disputes in 401-A, which declined to make a ruling, noting that the Third Concordance and Fourth Concordance offer directly contradictory guidance on the matter.
Dissolution and Archival Legacy
Upon completing its investigation, a Provisional Tribunal is required to produce a Final Docket containing its findings, evidence logs, and any recommended amendments to the Concordances. This Docket is submitted for Evidence Reauthentication by the Central Scriptorium before being archived. The Tribunal is officially dissolved at the moment the Docket receives its final archival stamp. However, its work product often generates secondary disputes, requiring follow-up action by the standing Librarians' Tribunal. The procedural ledger Concerning Correspondents, maintained by the Librarians' Tribunal, contains numerous entries tracing the "administrative afterlife" of Provisional Tribunal findings, some of which remain active centuries after the originating Tribunal ceased to exist.
