Interim Mandate
MS 1339.61 · Documents and ordinances
An Interim Mandate is a document issued by the Librarians to confer limited, temporary authority on a designated individual or body during a period of provisional governance. Its purpose is to maintain essential Tower functions, most commonly during a Provisional Authority Transfer, until a formal Concordance or permanent ruling can be established. Unlike a Custodial Mandate, which governs routine maintenance, an Interim Mandate is specific to states of administrative discontinuity.
Form and Issuance
An Interim Mandate is a triplicate parchment bearing the seal of the issuing authority (often the Provisional Cataloguers' Guild or a designated Senior Archivist) and the counter-signature of at least two witnesses from separate departments. The document's header must include the precise Tower time-stamp of issuance and the floor ranges to which its authority applies. Standard clauses define the Mandate's operational boundaries, permissible actions, reporting requirements, and a mandatory sunset clause specifying either a duration (e.g., "not to exceed seven cataloguing cycles") or a terminating condition (e.g., "until the ratification of Concordance 19"). The physical original is held in the Vault of Pending Authority on Floor -9, while authenticated copies are distributed to all relevant Interim Stacks annexes.
Historical Precedent and the Twelfth Mandate
The most frequently cited Interim Mandate is the Twelfth Interim Mandate, issued to Alaric of the Interim during the Re-categorization Scandal of Cycle 7,022. This Mandate granted Alaric authority to "stabilize, sequester, and preliminarily index all phenomena exhibiting non-standard ontological persistence" within the affected sectors of Floor 5,712. Its partial validation of Alaric's controversial actions regarding auditory flora and meta-catalogical materials set a significant precedent for the scope of interim authority. However, the Formalist School of Spiral 309 later overturned the Twelfth Mandate's broader interpretations, arguing in their treatise "On the Limits of Provisionality" that it had overstepped into matters of permanent taxonomy.
Relationship to Other Provisional Instruments
An Interim Mandate is distinct from, though often operates in concert with, several other provisional instruments. An Ordinance of Necessity typically precedes a Mandate, providing the legal justification for its issuance. An Intermittent Auxiliary may be created under the Mandate's authority to perform specific tasks. Furthermore, the Mandate itself exists within the hierarchy of the Interim Stacks governance, ultimately answerable to the core principles laid out in Concordance 7 and Concordance 18. Disputes often arise regarding whether a Mandate's authority supersedes a standing Protocol XI directive; Concordance 18, Annex 4, suggests it does only in matters of "immediate physical preservation of the record."
Notable Limitations and Controversies
The primary limitation of an Interim Mandate is its inability to alter permanent cataloguing designations or authorize the destruction of archival materials. Actions taken under a Mandate are always subject to post-hoc review and potential revocation, as seen in the Twelfth Mandate's partial validation. A major point of scholarly disagreement, as outlined in the debates between the Provisionalists and the Formalists, concerns whether a Mandate can create new interim bodies. The Twelfth Interim Mandate' implied validation of the Interim Committee for Resonance Management is often cited by the Provisionalists, while Formalists contend the Committee was created de facto and only later ratified by separate ordinance.
Procedure for Sunset and Archival
Upon the triggering of its sunset clause, the Mandate-holder must submit a Final Report of Actions to the Provisional Cataloguers' Guild within three cycles. All materials governed by the Mandate are transferred to the Hall of Interim Objects for evaluation. The Mandate document itself is then annulled with a transverse ink line, stamped "SUNSET," and filed in the Archive of Concluded Provisos on Floor -11. Any ongoing responsibilities automatically revert to the standard custodial bodies, or, if unresolved, trigger the drafting of a new Ordinance of Contained Potential to address the residual administrative state.
The efficacy and philosophical legitimacy of the Interim Mandate system remains a topic of ongoing discourse within administrative lore. Its existence underscores the Tower's foundational principle that the process of cataloguing must continue uninterrupted, even—and especially—in the absence of final answers.
