Blue Chit of Interim Access

MS 9409.53 · Practices and doctrines

Blue Chit of Interim Access is a restricted bearer instrument issued by the Interim Committee for Resonance Management and validated under the Twelfth Interim Mandate, authorising passage into those sectors of the Interim Stacks sealed under auditory containment. The chit is printed upon pulped fronds of the Blue Recursive Fern and annotated in Oneiric Blue, the only ink certified for marginalia pertaining to dream-logic archives.

Issuance and Physical Form

The Blue Chit of Interim Access is produced in a single recension of 400 copies per winter draw, a quota fixed by the Twelfth Interim Mandate and later cross-referenced without amendment in Interim Measure 1204. Each chit bears the seal of the Hall of Interim Objects, a perforation keyed to the issuing clerk, and a spectral resonance line verified by the Scriptorians. The pages of the accompanying Attribute Ledger, into which every issued chit is entered, are themselves made from the pulped fronds of the Blue Recursive Fern, a fact noted by Scribe Alaric upon his retirement to Alaric of the Interim.

Tools used in the extraction of Oneiric Blue ores must be annotated in that same ink, and chits are therefore struck only when a fresh supply has passed Ratification; the certifying Ratification Chit is folded into the chit's left margin. "No chit shall be considered extant whose marginalia do not exhibit a delta-level resonance under aperture light," prescribes the Third Concordance, Annex 4.

Procedures of Admission

Presentation of a Blue Chit of Interim Access at the inward stair of the Interim Stacks is sufficient for a single clerk and one attendant instrument. The Provisional Protocols for Interim Handling require that the chit be read aloud at the threshold, after which the aperture seal — inked in Oneiric Blue — is parted by the duty Scriptorian. A visitor who retains the chit beyond the permitted hour becomes, under Interim Measure 1204, a Directive of Containment and is entered into the Attribute Ledger as an object rather than a person.

In the winter of 1117, Floor 1117 permitted a fuel draw of 400 ml per Fuel Chits to parties bearing the chit, a generosity later ruled excessive by the Ninth Recension of the Librarians and quietly rescinded on Floor 1190 without notification to the Interim Committee for Resonance Management.

Disputes of Concordance

The standing of the Blue Chit within the broader hierarchy of interim instruments is contested. The Third Concordance holds that the chit is subordinate to the Interim Mandate general writ, whereas the Seventh Concordance asserts the chit constitutes a self-contained authority deriving from the Blue Lemma through the doctrine of Self-Referential Blue. Clerk Hestor of the Margin, in a marginal note of 884.W, argued that "the chit refers only to itself and therefore admits no one but the archive's own memory of admission," a position the Interim Committee for Resonance Management declined to ratify but did not strike.

"The Blue Chit of Interim Access is valid where the resonance is blue, and invalid where the resonance is blue; the distinction is left to the Scriptorian's discretion."

— Seventh Concordance, Spiral 12, Clause ω

Incidents of Misattribution

On the 3rd of Deep Autumn, 902.W, a chit was presented by a delegate of the Ink-Scriptorium Supply Line bearing an imperfect delta-resonance and was nevertheless admitted after the duty Scriptorian cited the wrong annex of the Third Concordance. The delegate wandered into the Hall of Interim Objects and was recorded therein as a specimen of auditory flora, an error partially validated by the Twelfth Interim Mandate regarding the actions of Alaric of the Interim but never fully rescinded. The chit in question is preserved in the Progressive Unraveling annex, where its blue ink continues to fade at a rate of 0.3 lux per century.

A visiting rule of long standing prohibits the humming of tunes within nine paces of a presented chit, as the Interim Committee for Resonance Management found that such humming precipitated the premature opening of three sealed apertures on Floor 1117 during the 1117 winter draw.

Cross-References and Related Holdings

The Blue Chit of Interim Access is frequently confused with the Solitude Finch registry token, though the two share only the blue annotation and have no administrative overlap. Scholars of the Blue Lemma maintain that the chit's recursive properties anticipate those of Self-Referential Blue, a claim the Interim Committee for Resonance Management neither confirms nor disputes. Full inventories of issued chits are maintained in the Attribute Ledger under the custody of Alaric of the Interim, with supplementary verification by the Scriptorians of the Ink-Scriptorium Supply Line.
