Ratification Chit
MS 2612.72 · Objects and instruments
Ratification Chits are portable validation matrices, typically inscribed on laminated parchment or stabilized obsidian slates, used to certify that a procedural or existential instrument has undergone and successfully completed the formal Ratification process. Their issuance and acceptance are governed by Third Concordance clauses 12.4 through 12.9, though significant amendments were introduced following the Misdirected Courier Debacle.
Physical Form and Inscription
Standard Chits measure precisely 7 by 10 centimetres. The authorized substrate materials—per Annex Δ of Ordinance 707 include: Grade-A Vellum, Laminated Archive-Grade Parchment, Fire-Proofed Papyrus (for provisional use only), and Polished Tower-Basalt Slate. The latter is reserved for Final Ratification instruments of Spiral 11 or higher.
The front face must display, in this order:
- The seal of the issuing Bureau of Protocol Ratification (a stylized quill over a balanced scale).
- The unique Ratification Index Number (RIN), following the pattern: Floor/Shelf-Mark/Protocol-Class/Sequential-Year-Tag.
- The name of the ratified entity or procedural instrument.
- The date of Ceremony completion, stamped with the temporal validation sigil of the issuing office.
The reverse contains a condensed procedural history, listing each phase from Provisional Acquisitions through to final authorization, each initialed by the overseeing clerk. Any amendment by the Circulationist or the Paradox Mender must be countersigned here by the Bureau.
Function and Circulation
A Ratification Chit serves as the material proof that an abstract procedural reality has been formally integrated into the Tower's operational architecture. It is not the reality itself, but its passport. Common use-cases include:
- Gaining entry to regulated spirals (e.g., presenting a Chit for the Duality Principle is required for access to certain sub-sections of Spiral 11).
- Validating the authority of a Provisional Instrumental before its activation.
- Serving as a foundational document in inter-departmental arbitration, where the physical Chit can be entered as evidence.
The Chit must physically accompany any agent or object whose status is derived from the Ratified protocol. The Misdirected Courier Debacle was ultimately attributed to a Chit being logged at its destination point 217 hours before its issuance timestamp, a paradox that led to the current requirement for triple-synchronized temporal stamps.
Issuance and Voidance
Primary issuance is the sole prerogative of the Bureau of Protocol Ratification, following the successful conclusion of the Ceremony of Ratification. However, for Provisional Ratification statuses, authority may be delegated to the Office of Provisional Ratification, whose issued Chits bear a distinctive violet border and expire automatically upon the conclusion of the provisional period or the initiation of Full Ratification proceedings.
A Chit can be declared void under several conditions outlined in Concordancefourth Concordance, Clause 88:
- Material Degradation
- If any inscription becomes illegible, or if the substrate cracks without prior stabilization enchantment.
- Procedural Supersession
- If the instrument it certifies is itself superseded by a newly Ratified protocol, rendering the old Chit "historically accurate but operationally inert."
- Administrative Recision
- A rare action taken by the Office of Post-Ratification Affairs during the post-ratification implementation phase, typically due to catastrophic ontological feedback.
Voided Chits are not destroyed; they are transferred to the Shelf-Mark corresponding to "Retired Validations" on Floor 704, where they are catalogued as non-functional artifacts.
Scholarly Disputes
A persistent doctrinal disagreement concerns the ontological status of the Chit itself. The Majority School, led by the Bureau, holds that the Chit is a record of Ratification, possessing no inherent power. The Minority Instrumentalist School, based primarily in Spiral 88, argues that the ceremonial act of inscribing the final sigil on the Chit is the definitive moment that "locks" the Ratification into the Tower's fabric, making the Chit a constitutive object, not a descriptive one. This debate has practical implications; Instrumentalists argue a lost or destroyed Chit partially destabilizes the protocol it represents, a view explicitly rejected by Third Concordance Amendment 12.9c, which states "the reality of a Ratified instrument is invariant to the material condition of its certification."
Further controversy surrounds "Legacy Chits"—those issued prior to the standardization mandated by Ordinance 707. Their validity is often contingent on the ongoing existence and endorsement of the specific clerk who issued them, leading to complex chains of custodial validation that the Office of Post-Ratification Affairs is frequently called upon to arbitrate.
