Provisional Instrumentals

MS 6410.03 · Practices and doctrines

Provisional Instrumentals are measurement apparatus, abstract quantities, or locations designated for future ratification as true Instrumentals, pending the resolution of stipulated contingencies. Their establishment is governed by Clause 44.17 of the Third Concordance, with administration delegated to the Office of Definitive Measures and custody maintained by the Department of Provisional Holdings. Unlike their ratified counterparts, Provisional Instrumentals exist within a state of conditional calibration, their validity circumscribed by both the terms of their creation and the status of the provisional spaces they inhabit.

“The Standard Chronon ticks within the Vault; the Proposed Chronon waits in the Vestibule. The latter may keep time just as faithfully, but its hours are borrowed, its minutes contingent.”

— Excerpt from Meditations on Measure, attributed to a Senior Keeper

Legal Basis and Precedence

The framework for Provisional Instrumentals derives from a synthesis of Third Concordance clauses, most notably Clause 44.1–19, which empowers the Librarians to “authorize the temporary embodiment of any measure, pending its full realization.” This authority was further refined by the Annex of Calibrated Entities, which, while establishing the four primary orders of precedence for Instrumentals, left open the procedural category of “inchoate standards.”

The Seventh Concordance’s implicit support for Tertiary Instrumentals (locations) being considered true Instrumentals provided the necessary legal precedent for certifying the physical spaces housing Provisional Instrumentals, such as the Vestibule or Annex 8812, as valid custodial environments. A Provisional Instrumental’s legal standing is thus a composite of its own certification petition and the ratified status of its holding facility.

Categorization and Classification

All Provisional Instrumentals are entered into the Provisional Ledger upon certification by the Office of Definitive Measures. They are broadly categorized by the nature of their contingency:

  • Protocol-Bound: Instrumentals awaiting the successful execution of a Provisional Protocol. For example, the “Proposed Ampere” (Ledger entry Ψ-44-A) is contingent upon the completion of Provisional Research Permit 4409, which seeks to isolate a stable charge carrier within a designated sub-corridor.
  • Continuation-Bound: Instrumentals whose validity is extended through successive Provisional Continuation orders. The “Interim League” (Ledger entry Ψ-17-L) has been maintained via Continuation for 212 Tower years, its definition recursively tied to the average pace of a specific Archivist-Provisional on their daily rounds.
  • Ratification-Pending: Instrumentals that have fulfilled their initial contingencies and are in queue for full Provisional Ratification. Their status is often the subject of intense bureaucratic review, as seen in the seventy-three-year deliberation over the “Cubit of the Seventh Spiral.”

Each classification is marked in the Ledger with the Provisional Sigil (Ψ), followed by a unique Provisional Shelf-Mark.

Custody and Operational Constraints

Physical custody of Provisional Instrumentals falls to the Department of Provisional Holdings. Access is strictly regulated; a Provisional Research Permit is required even for inspection by members of the Office of Definitive Measures. All interactions are subject to Provisional Logging, with logs archived in the Registry of Provisional Holdings.

The operational authority within these spaces is complex and often contested. A Writ of Provisional Tenancy grants custodial rights but may be superseded by a Provisional Citizenship charter for longer-term studies. Day-to-day operations are overseen by the Librarian-Provisional corps, who must navigate the often-contradictory directives of the Department of Provisional Holdings and the audit requirements of the Office of the Provisional Census.

Scholarly Disputes and Anomalies

The primary scholarly dispute concerns the ontological status of measurements taken with Provisional Instrumentals. The traditionalist school, citing the superseded Seventeen Provisional Protocols, holds that a measurement can only be as real as the instrument that measures it; thus, data from a Provisional Instrumental is itself provisional. The progressive school argues that the precision of the measurement is paramount, and that a perfectly calibrated Provisional Instrumental produces definitively true data, regardless of its bureaucratic status.

This debate is most active regarding the Auxiliary Pendulum Network. While its timekeeping apparatus below Floor 200 are officially classified as Secondary Instrumentals, their initial calibration was performed against a now-defunct Provisional Chronon. Traditionalists argue this invalidates all downstream measurements; progressives counter that the Network has since been cross-referenced with the Primary Standard Chronon, rendering its provisional origins irrelevant.

A further anomaly exists with the Archive of Provisional Origins. It houses the original certification documents for several now-ratified Instrumentals, and some theorists posit that the Archive itself has, through this continuous association, accrued the properties of a Provisional Instrumental for measuring bureaucratic latency. No petition has been filed to test this hypothesis.

Path to Ratification

The journey from provisional to ratified status is arduous. It requires not only the fulfillment of the original contingency but also a favorable audit of its entire custodial timeline by the Office of the Provisional Census, a review of its impact on existing concordances, and a final ratification vote. The process is detailed in the Provisional Indexing Guidelines. Historically, fewer than 3% of Provisional Instrumentals ever achieve full ratification; the majority lapse into indefinite contingency or are quietly retired, their Shelf-Marks struck from the active Ledger and moved to the Archive of Provisional Origins.
