Writ of Provisional Tenancy
MS 6821.27 · Documents and ordinances
Writ of Provisional Tenancy (Form VP-1a, Revision 22) is the foundational document issued by the Vestibule of Provisional Tenancy to formalize the status of a provisional citizen within the Tower. It serves as a temporary identity, residence permit, and limited research credential, effective from the moment of its validation seal until its stated expiry or supersession by a Provisional Citizenship charter.
Physical Specifications and Issuance
The Writ is a single sheet of cream-colored, watermarked vellum measuring 297mm by 210mm. The watermark depicts the Provisional Sigil (Ψ) intertwined with the spiral staircase motif common to Tower bureaucracy. It is printed using a fixed-type press located in Intake 44,121, with variable fields (holder name, provisional designation, shelf-mark, etc.) filled in by a Librarian-Provisional using iron-gall ink. Per Protocol 17.4.09, the document is considered active only after it receives the embossed seal of the issuing Vestibule and the countersignature of the intake clerk. A standard Writ has a validity period of one Tower year, though this can be amended pursuant to special permits.
Standard Clauses and Obligations
The document's text is divided into twelve clauses, which outline the rights and responsibilities of the holder. Key provisions include:
- Clause 3: Grants the holder right of residence within the Tower, specifically within the provisional quarters assigned to their Provisional Shelf-Mark.
- Clause 5: Permits access to non-restricted stacks and reading rooms, though any physical interaction with catalogued materials requires a separate research voucher.
- Clause 7: Obligates the holder to "pursue the definition and elaboration of their designated subject," effectively mandating ongoing contribution to the archives.
- Clause 9: Stipulates that the holder is subject to the Concordances, with the caveat that contradictory ordinances pertaining to provisional status are to be interpreted in the order of their publication date.
The final clause reserves the right of the Vestibule to revoke the Writ "for cause, including but not limited to categorical stagnation, ontological frivolity, or excessive corridor lingering."
Disputes and Contradictions
Interpretation of the Writ's authority is a frequent source of bureaucratic contention. The Third Concordance asserts that a Writ holder's rights are "coextensive with the shelves they occupy," implying strictly localized privileges. However, a later amendment to the Forty-First Concordance argues that the "spirit of provisional tenancy" grants a more general right of circulation, so long as it furthers the holder's research. This contradiction is typically resolved on a case-by-case basis by Vestibule adjudicators, often leading to the issuance of clarifying addenda that themselves become provisional holdings.
A more esoteric debate, detailed in the Provisional Protocol Summaries from Floor 404, concerns whether the Writ creates the provisional citizen or merely recognizes a pre-existing condition. The prevailing administrative view is the former, though a persistent scholarly minority holds that the document is a retroactive cataloguing of an always-already present entity.
Notable Instances and Precedents
- Writ VP-1a-8812
- Issued to the entity assigned Provisional Designation PD-8812. This Writ is notable for having seventeen appended amendments, primarily concerning the holder's disputed corporeal footprint and its effect on Provisional Shelving density calculations.
- The Lysandra Vex Precedent
- In the case of Lysandra Vex, a provisional cartographer, her Writ was indefinitely extended after she demonstrated that her designated "subject" was, in fact, the continuous revision of her own Writ's marginalia. This established that meta-documentary activity could satisfy Clause 7's research obligation.
- Writs of Collective Tenancy
- A rarely used variant (Form VP-1c) issued to grouped subjects, such as the "Choir of Unheard Echoes" processed through Intake 99,997. These Writs feature a multi-part validity schedule and a shared responsibility clause that has caused significant accounting headaches for the Vestibule.
Supersession and Archival Status
Upon graduation to full Provisional Citizenship, the Writ is nullified, punched with a triangular cancellation mark, and transferred to the Floor 412 Vestibule of Provisional Tenancy's archival stacks. There, it is filed under the holder's final designation, serving as the root document for their permanent catalogue entry. Revoked or expired Writs are similarly archived but are placed in a distinct sequence, accessible only with a Grade-2 clearance. The total volume of filed Writs is considered one indirect measure of the Tower's intake activity, though the figures reported by the Vestibule are famously inconsistent with the census data maintained on Floor 412.
