Provisional Ledgers

The Provisional Ledgers are a set of forty-seven oversized folios which constitute the primary instrument of record for incoming submissions to the Vestibule of Provisional Tenancy. They serve not as an archive of what is, but as a registry of what is to be provisionally considered under the terms of Concordance 3, Clause 11. Their maintenance is the core administrative function of the Vestibule.

Physical Description and Housing

The ledgers are bound in a dark, indeterminate leather that exhibits neither tooling nor decay. Each folio measures 92 cm by 68 cm when closed, with pages of a dense, rag-based paper that accepts ink without bleed. The set is housed on a brass-armed rotating carousel affixed to the eastern wall of the Vestibule’s main intake hall. The carousel, designated as Aperture 7-Alpha, rotates once every forty-seven minutes, a period coinciding with the average processing time for a standard intake docket as established by Ordinance 412.7.

Each ledger is identified by a Roman numeral (I–XLVII) stamped in silver leaf on its spine. The pages within are pre-ruled with vertical columns for the Docket Number, the Provisional Title, the Citational Key, and the Librarian-Provisional’s Sigil. The act of inscribing an entry in a ledger is referred to as “lodging” the submission.

Procedural Function

The Provisional Ledgers operate under a principle of non-prejudicial registration. An entity presenting itself at Intake 99,997 is logged before any ontological verification occurs. The process, as dictated by the Vestibule Procedures Annex, is as follows:

1. The submitting entity states a proposed title for itself or its concept.
2. The attending Librarian-Provisional assigns the next sequential docket number (e.g., PD-8812).
3. The title and number are inscribed in the current open ledger.
4. A unique Citational Key, derived from the ledger number, page, and line, is generated (e.g., Prov. Led. XXIII, p. 441, ln. 12).
5. The Librarian-Provisional appends their Provisional Sigil (Ψ), most commonly the provisional sigil (Ψ), thereby granting immediate, if temporary, reality to the submission within the Tower.

This entry alone is sufficient to issue a Writ of Provisional Tenancy. The ledger entry, not the entity’s inherent properties, is the source of its provisional status. This has led to the celebrated, if apocryphal, case of the “Blank Submission,” where a perfectly empty folio page was itself lodged under the title The Unwritten Submission and granted a full tenancy period.

Disputes of Provenance

The ledgers are the final authority for the fact of submission, but not for the content of what was submitted. This distinction has generated significant bureaucratic conflict. The most notable incident involved the so-called Non-Euclidean Kitchenware records, where identical titles appeared in Ledger XIX (under the authority of the Bureau of Registry) and simultaneously in Ledger XXXII (under the personal archive of a Commissioner on Floor 341). Both entries claimed primacy, resulting in a seven-year moratorium on kitchenware-related provisional grants while the Correspondents of the Empty Shelf attempted reconciliation.

Concordance 12 explicitly states “The Ledger is the Log,” implying the act of logging is paramount. However, Concordance 5, Amendment 4, argues “The entry shall reflect the submitted form, not invent it.” The tension between these dictates—whether the ledger creates or merely records—is the central theoretical debate of Vestibule clerkship.

Circulation and the Vex Copies

While the original ledgers never leave Aperture 7-Alpha, certified copies, known as Vex Ledgers, are produced for administrative review. The creation of a Vex copy is governed by a strict ritual, the Ceremony of the Assumed Integer, performed at the Receding Reference Desk on Spiral 7-Gamma. The Vex Ledger experiment of 712 AT was a limited pilot program to test “Circulationism”—the idea that provisional reality could be disseminated via these copies. The program was terminated after it was found that a Vex copy of an entry describing a “Door to Nowhere” inadvertently created said door in the stack aisle where the copy was stored.

All lodged entries are eventually transcribed, after their tenancy period expires or is made permanent, into the master catalogues on Floor 412. The original ledger entry is then struck through with a single red line, and the citational key is migrated to the Vault of Unfinalized Sums for archival purposes.

Scholarly Significance

The Provisional Ledgers are more than administrative tools; they are often cited as the purest expression of the Tower’s foundational epistemic paradox. As Scholar Elara Chen noted in her treatise The Page Before the Thing: “The Ledgers do not describe a world that exists independently of them. Rather, they describe the world into existence, with the bureaucracy of the Vestibule acting as the midwife to each nascent fact.” The ongoing maintenance of the forty-seven folios is, therefore, considered the most critical continuous operation in the Tower, second only to the unverified ascent of the stairs themselves. Any interruption in lodging would, theoretically, cease the expansion of provisional reality, causing a conceptual inversion first hypothesized in the appendices to Concordance 1.
