Keeper of Provisional Holdings is the administrative head of the Department of Provisional Holdings and the chief curator for all materials designated as 'provisional' within the Tower's catalogue. The office is defined by, and exists in a state of perpetual negotiation with, Concordance 17. The Keeper's authority is absolute over the classification and contextual attenuation of provisional holdings but is circumscribed by seven distinct oversight protocols detailed across nine subsidiary annexes.
Establishment and Authority
The office was formally instituted with the ratification of Concordance 17 in Year 987. Its primary mandate is the management of all subjects and objects deemed to possess an "inherently unstable or conditional ontology," a definition which has been the subject of continuous appellate review. The Keeper exercises direct control over the Archive of Provisional Holdings on Floor 89, the Attenuation Galleries on Floors 88-91, and all sub-departmental annexes, including Provisional Annex 8812. All decisions regarding accession, de-accession, and cross-contextual shelving require the Keeper's seal, which takes the form of a stylized lacuna stamped in indigo wax.
However, as per Clause 17.44, this authority is "provisional upon the non-contradiction of prior, higher, or more specific Concordances." Appointment to the office is for an indefinite term, concluding only upon voluntary retirement, substantive breach of Concordance, or "contextual dissolution," a rare condition where the Keeper is judged to have become, through prolonged exposure, a provisional holding themselves. The last recorded instance of contextual dissolution was Keeper Alaric in Year 1122, whose subsequent re-cataloguing as "Ephemeral Administrator (Class 4, Attenuated)" is a standard case study for junior Librarians.
The selection process is opaque, conducted by a closed convocation of senior Librarian-Proctors from affected departments. The current holder, Keeper Theodosia, was appointed in Year 1203 following the quiet retirement of her predecessor. Notably, her appointment from the Spiral 299 scriptorium marked a departure from tradition, as most Keepers have historically risen from within the Department of Provisional Holdings itself.
Operational Responsibilities
The Keeper's daily duties are largely mediated through the Registry of Provisional Holdings and its associated bureaucracy. Key responsibilities include:

- Oversight of the annual inventory of the Vault of Unfinalized Sums, access to which requires a counter-signature from the Clerk of Provisional Holdings.
- Authorization of transfers to and from Provisional Shelving, particularly for holdings exhibiting Spontaneous Lithic Accretion or photophobic properties.
- Review and ratification of the cerulean archive copies of all forms (e.g., Form M-19, OVC-22a) generated by the department.
The Keeper is also the final arbiter in disputes regarding the seven Classes of provisional material as dictated by the Master Index, a task that frequently involves reconciling contradictory entries from the Somatic Stacks and the Lower Stacks, the latter governed by the Provisional Guidelines for Sub-Terranean Holdings.
Scholarly Disputes and Concordancial Contradictions
The authority of the Keeper is a nexus of interpretive conflict. The most persistent debate concerns the Aris Reconciliation of Year 1055, which attempted to harmonize Concordance 17 with the older Concordance 7 and Concordance 2, Annex G. The Reconciliation established that the Keeper of Provisional Holdings holds precedence in matters of classification, but the Keeper of Unspoken Components (currently Keeper Valerian) retains authority over the ontological substrate of any given holding.
This has created a gray zone of "dual-provisional" holdings, most of which are housed in Annex 19-B. The practical administration of such spaces requires a monthly signed Receipt of understanding between the two offices, a process famously described by Proctor-Inquisitor Marlowe as "the bureaucratic equivalent of neutralizing a temporal paradox with paperwork."
Symbols and Vestments
The Keeper is identifiable by a key of unfinished iron, worn on a chain of lead-alloy links, which symbolically opens nothing but is required for all audits. Their official vestment is a robe of undyed, unhemmed linen, representing the "unfinished" nature of their portfolio. During ceremonies in the Vestibule of Unspoken Prefaces, the Keeper is permitted to wear a stole of faded violet, though the origin and significance of this privilege were lost in the re-cataloguing of the relevant annex after the Aris Reconciliation.
