The Receipt, also known as a Formal Acknowledgement of Provisional Being, is the primary instrument by which The Tower grants catalogue-adjacent reality to submitted material, abstract entities, or potential holdings. It is the foundational output of the process known as Receipt and Triaging. The issuance of a Receipt does not guarantee permanent inclusion in The Tower’s archives, but it does activate a suite of procedural protections and obligate The Tower to a minimum standard of ontological consideration, as formalized in Clause 1 of the Fifth Concordance.

Formal Varieties

Receipts are categorized by the nature of the holding they acknowledge and the office responsible for their issuance. The most common forms include:

• Material Receipt (Series M): Issued for physical objects. The classic example is the pink triplicate form used in the Hall of Provisional Entries for items like a box of mismatched gears purportedly from a clock that never told time.
• Abstract Receipt (Series A): For non-corporeal submissions, such as theories, moods, or legally binding poetic meters. These are typically recorded on vellum treated with a solution of powdered regret.
• Potential Receipt (Series P): For submissions that have not yet occurred, may never occur, but whose potential for occurrence is deemed sufficiently robust to merit documentation. The most notable is the Form OVC-22a, issued by the Office of Voluntary Correspondence for correspondence lacking a verifiable addressee.

Procedural Activation

The act of issuing a Receipt triggers several immutable administrative and metaphysical processes:

1. Securement of Holding: The submitted entity is granted a temporary but defendable ontological weight within The Tower’s jurisdiction. It cannot be simply dismissed as "nonexistent" for the duration of its receipt status.
2. Initiation of the Review Spiral (sometimes called the "Seventy-Two Day Doubt"): The holding is assigned to a review committee, drawn by lot from the Department of Audible Grievances and two other departments, to assess its suitability for permanent cataloguing.
3. Activation of the Filer’s Rights: The individual or entity who submitted the holding (the "Filer") gains the right to submit supplementary evidence, request a transference hearing, or lodge a formal complaint of neglect under Annex E of the Fifth Concordance.

The precise moment of activation is a point of significant scholarly debate. The traditional view, held by the Clerks of the Spiral Way, is that activation occurs upon the physical stamping of the Receipt by the triaging librarian. The rival school, the Interpreters of the Silent Interval, argues that activation is retroactive to the moment the Filer first formulated the intent to submit, provided that intent is later successfully documented—a doctrine heavily reliant on the precedent set by the OVC-22a.

Physical Characteristics and Security

To prevent forgery and metaphysical leakage, Receipts are produced using highly specialized materials. Since the Incident of the Self-Replicating Permit on Floor 2, all Receipt paper must be imbued with a minor entropy differential, causing unauthorized copies to gradually fade into a state of "probabilistic pulp." The official ink is a proprietary blend known as Clerk’s Resolve, which is chemically keyed to the unique resonance of The Tower’s administrative aura. Each form bears a seven-digit Spiral Number and a single-letter Aperture Mark (e.g., Γ-4492012) that indicates its designated archival path should the holding be accepted.

Limitations and the Doctrine of Independent Invention

A Receipt is not a title of ownership, nor is it a guarantee of eventual cataloguing. Its primary function is to create a formal, trackable relationship between a potential holding and The Tower’s bureaucracy. This is most clearly illustrated by the Doctrine of Independent Invention, frequently invoked during Receipt and Triaging, which states that The Tower’s acknowledgement of a thing via Receipt does not preclude the separate, concurrent existence (or non-existence) of that thing elsewhere. The Tower’s reality and external reality, the Concordances imply, are parallel ledgers that need not reconcile.

Consequently, a holding may be "Received" but later rejected for permanent inclusion on grounds of redundancy, insufficient paradox, or lack of a compelling narrative structure. In such cases, the final disposition of the holding is governed by the original Receipt’s terms: it may be returned to the Filer (if materially possible), consigned to the Liminal Stacks, or, in the case of abstract and potential receipts, ceremonially retracted—a process involving the audible recitation of the Receipt’s number backwards and the symbolic tearing of a blank page.

Historical Development

The modern Receipt evolved from the simpler "Mark of Consideration," a wax seal applied directly to submitted objects in the early, pre-Concordance era of The Tower. The transition to paper forms began with the First Concordance, which sought to standardize the "intake of curiosities." The full procedural and ontological weight of the Receipt was later codified in the Fifth Concordance, which explicitly tied its power to the principle of Anticipatory Concession—the idea that The Tower must first accept the possibility of a thing before it can properly judge it.

Today, the Receipt stands as the essential first token in the vast, endless game of cataloguing that defines The Tower. It is the bureaucratic seed from which entire wings of unreal archives may, or may not, eventually grow.
