Potential Floor Files
MS 0295.51 · Documents and ordinances
A Potential Floor File (PFF), as defined by Concordance 4.11.7, is a preliminary administrative dossier generated for each integer identified as a Numerical Discrepancy between established floor numbers within the Tower. Its purpose is to formalize the hypothetical existence of an as-yet-unexplored floor occupying that integer, establishing a legal and custodial framework for its potential holdings without implying their immediate physical discovery or activation.
Initiating Triggers and Generation
PFF generation is initiated by the Bureau of Unspoken Context following a review of access logs from the Floor 404: The Archive of Lost Protocols. The Bureau identifies gaps in the Tower’s integer sequence that persist for longer than a standard review cycle (thirty-three Tower years, per Ordinance 12.3). The integer is then referred to the School of Latent Potential for initial assessment and dossier compilation. This process ensures that the theoretical floor is granted the full procedural scaffolding afforded to any active floor, including a designated Initial Assessment, theoretical Chamber Assembly, and a Matriculation record, all of which remain in a state of suspended validity.
File Structure and Contents
Each file, bound in pale-grey, non-reactive laminate, contains the following mandated sections:
- Core Identifier: The subject integer and its bounding, known floor numbers (e.g., “Discrepancy 572, bounded by active Floors 571 and 573”).
- Stamp of Latent Potential: A specific, non-reproducible stamp applied by the School of Latent Potential, encoding the date of file generation and a unique resonance frequency.
- Provisional Concordance Citations: A list of all Concordance clauses that would apply to the floor’s governance and cataloguing practices, were it active.
- Bureau of Unspoken Context Notations: Observations on the nature of the silence surrounding the integer, including any patterns of avoided reference in adjacent floor ledgers.
- Custodial Mandate: A placeholder field stating that custodianship reverts to the Office of Discrepancy Management upon any future activation, pending a Final Charting expedition.
Custody and Regulatory Stasis
Upon generation, the physical file is entered into the Master Registry of Assumed Knowledge and transferred to Annex Omega, a non-indexed repository on Sub-level 3 of Floor 1,114-A's Central Registry, where it is filed in perpetuity under a moratorium on physical inspection. This state is referred to as Regulatory Stasis. If, during a routine audit, a PFF is found to have accrued what Section 7.2 terms “unignorable ontological mass”—typically through repeated, erroneous citation in other active archives—the file may be transferred to the Vault of Conditional Authority on Floor 404. This transfer does not constitute activation but elevates the file’s monitoring status.
Scholarly Disputes and the Contradiction Protocol
The ontological standing of a Potential Floor File is a persistent source of scholarly debate. The Guild of Theoretical Mechanics argues, via its Three-Velocity system, that the file itself constitutes a minimal, stable expression of the floor’s potential state, a position supported by Concordance 7.4.12. Conversely, traditionalists within the Committee for Ontological Review maintain that a PFF is merely a bureaucratic placeholder with no intrinsic ontological weight, citing the older Contradiction Protocol. This disagreement is functionally managed by the doctrine of Perpetual Hesitation, which stipulates that no resource allocation or expedition may be authorized based solely on a PFF’s existence. The file remains, as one clerk famously described it, “a receipt for an absence.”
Relation to Other Archival Forms
The PFF is distinct from, though often conflated with, a Receipt. A Receipt confirms the documented transfer or existence of a known holding, while a PFF documents the structured absence of a floor. It also differs from the files housed in the Chamber of Potential Hydration on Floor 4,112, which concern “dry soul” subjects awaiting re-hydration, a process with different regulatory triggers. The PFF system was created with the explicit legal scaffolding provided by the Ordinance of Contained Potential, which distinguishes it from earlier, less formalized practices of noting numerical gaps.
