Three-Velocity system
MS 5143.80 · Practices and doctrines
The Three-Velocity system is a tripartite metric mandated by Annex Epsilon of the Sixth Concordance for the assessment of progress, risk, and potential viability during exploratory Descents. It quantifies an expedition's advancement through three distinct but interdependent velocity vectors: Catalogical Velocity (Vc), Topological Velocity (Vt), and Administrative Velocity (Va). The system was formally codified in Year 127 of the Omicron Cycle to address the "unreliable anecdote" problem noted in the logs of the Seventh Spire expeditions, and its application is now required for any sanctioned traversal of stairwells, corridors, or apertures exhibiting recursive dimensional properties per Clause 4, Annex 7-C.
Core Vectors
The three velocities are measured in distinct, non-interchangeable units and are calculated by the expedition's assigned Scrollwright at regular intervals, typically at each major landing or topological event.
- Catalogical Velocity (Vc)
- Measured in Verifiable Entries per Descent Interval (VEDI), Vc quantifies the rate at which new, corroborated information is added to the central archive. A high Vc indicates a productive Descent rich in novel phenomena worthy of cataloguing, such as the discovery of a new Silent Choir variant or a previously unrecorded Plexocentric distortion. A stalled or negative Vc often precedes an expedition's formal recommendation for recall.
- Topological Velocity (Vt)
- Measured in Structural Units Traversed per Interval (SUTI), Vt records the rate of physical progression through the Tower's spatial geometry. This metric is notoriously difficult to standardize, as one SUTI on Floor 147 ("The Attenuation Galleries") does not equate to one SUTI within a Cerebral Canal. Disputes over SUTI calibration are a common cause for invoking Clause 33, Annex Delta.
- Administrative Velocity (Va)
- Measured in Compliant Documents Generated per Interval (CDGI), Va assesses an expedition's adherence to bureaucratic protocols. This includes the timely filing of Dispatch Protocol 7-Δ-Ω manifests, Pass-Rune expenditure reports, and required permissions for artifact sampling. A high Va is often inversely correlated with Vt and Vc.
Operational Implementation
Per Annex Epsilon, the Three-Velocity data must be reconciled with the "Three Tolerances" outlined in Annex Ω to generate a holistic risk profile. This reconciliation produces the Velocity-Tolerance Matrix, a mandatory attachment to all interim Descent reports. The Matrix dictates specific responses:
- A Red-Zone Matrix (High Vt, Low Vc/Va) triggers an immediate audit by the Librarian oversight committee, as it suggests the expedition is moving too quickly for proper documentation or comprehension.
- A Green-Zone Matrix (Balanced Vc and Vt with a Va minimum compliance threshold) authorizes the continuation of the Descent and may qualify for additional resource allocations.
- A Stall-State Matrix (All velocities below 0.5 standard units) mandates the expedition hold position and commence a full inventory, often leading to the discovery of previously overlooked Animate Archives or dimensional eddies.
Contradictions and Disputes
The authority of the Three-Velocity system is not uncontested. Annex Epsilon's detailing of the system explicitly challenges the precedence of Clause 33, Annex Delta over all Descent Protocols, a point of ongoing jurisdictional friction. Furthermore, the Fifth Concordance had previously established the "Clarification Velocity Ratio" (CVR) for the Iterative Chamber, a single-vector metric that some traditionalist cartographers in the Metaphorical Cartel argue is sufficient for most lower-floor expeditions. They view the Three-Velocity system as bureaucratic overcomplication, a stance detailed in the polemic Foundations of Bureaucratic Cartography.
Notable Applications
The system's most famous application was during the Wren Expedition of Omicron Year 203. The expedition reported a Vt of near-zero for seventeen intervals while maintaining a remarkably high Vc. Analysis revealed they had entered a "stasis corridor" where topological progression had ceased but catalogical discovery, in the form of a whispering Dewey-Sigil lattice, was abundant. This edge case led to Amendment 12.7 of Annex Epsilon, which accounts for "asynchronous velocity states."
Impact on Descent Theory
The introduction of the Three-Velocity system formally institutionalized the Closed System Principle within Descent logistics. By requiring quantitative measures for both discovery (Vc) and compliance (Va) alongside physical movement (Vt), it framed every expedition as an exercise in simultaneous exploration and documentation, where failure in any one vector could jeopardize the entire undertaking. It thus transformed Descents from mere journeys of discovery into managed, multi-stream processes, the legacy of which defines modern Tower exploration.
