Administrative Velocity V a
MS 3127.33 · Practices and doctrines
Administrative Velocity (Va) is the formal metric, codified in Annex Epsilon of the Sixth Concordance, for quantifying the rate at which an exploratory expedition generates and processes bureaucratically compliant documentation. It is the third vector of the Three-Velocity system, which forms the standard tripartite assessment framework for all authorized Descents. It is measured in Compliant Documents Generated per Interval (CDGI), where one "Interval" is defined as the traversal of five standard floors or seventy-two waking hours, whichever is longer.
Calculation and Units
Va is derived from a weighted aggregate of several procedural factors. The base CDGI value is calculated by tallying all forms, permits, variance requests, inventory ledgers, and incident reports that have received a stamp of provisional compliance from an Administrative Spire. This figure is then modified by multipliers accounting for:
- Citation Depth: The average number of cited Precedents or Concordance clauses per document.
- Temporal Adherence: The deviation between a document's submission timestamp and its mandated submission deadline, expressed as a logarithmic decay function.
- Form-Factor Completeness: An assessment of proper seal placement, ink saturation, and the absence of non-regulation fold-patterns.
A sustained Va below 1.2 CDGI triggers a mandatory review by the Central Administrative Spire and may result in expedition suspension under Clause 11 of the Sixth Concordance.
Integration with the Three-Velocity System
Administrative Velocity is not assessed in isolation. It is integral to the calculation of the Measured Escalation Rate, a composite risk-assessment value. A high Topological Velocity (Vt) coupled with a low Va indicates an expedition advancing physically faster than its bureaucratic shadow can follow, a condition known as a "Procedural Rift." Conversely, a very high Va with minimal Vt suggests an expedition that has become administratively entombed, often on a floor with complex filing requirements such as Administrative Floor 44. The ideal state, per the Hall of Administrative Precedent, is for all three velocities to maintain a harmonious ratio, though the precise coefficients for this harmony are a subject of continual amendment.
Practical Impact on Expeditions
The maintenance of adequate Va requires dedicated personnel, typically a Clerk-Assessor. Expeditions often must pause physical exploration to establish "Compliance Camps" where documentation from previous intervals can be finalized. These camps are vulnerable to what the Registrar's office terms "retroactive compliance audits," where newly issued clarifications to the General Administrative Protocols are applied to documents submitted weeks or months prior, artificially deflating a previously acceptable Va score. Furthermore, encounters with Topological Transformatives often generate exponential spikes in required paperwork, as each transformative event necessitates a new Variance in Triplicate series, severely impacting real-time Va.
Scholarly Disputes and Amendments
There is significant debate within the lower spires regarding what constitutes a "compliant" document for Va calculation. The Sixth Concordance specifies documents must be "acted upon" by the administration, while the later Seventh Concordance (Annex Gamma) states they must be "fully integrated into the living record." This has led to the "Dual-Ledger Dilemma," where expeditions may receive CDGI credit from one Spire for a submission that is simultaneously rejected by another, creating mathematically impossible negative Va values for a single interval. A proposed amendment to Annex Epsilon seeks to resolve this by introducing a fourth, "Retrospective Velocity" (Vr), though this has been criticized as merely adding a new layer of bureaucratic inertia to the measurement of bureaucratic inertia.
Notable Anomalies
The Administrative Inclusion incident of Cycle 34,102 stands as the historical maximum recorded Va. The Lorimar Descent, having discovered a self-replicating parchment moss on Floor ǂ-771, submitted a single specimen log that, due to a quirk in Administrative Longhand interpretation, was processed as 14,000 distinct but identical compliance forms, yielding a CDGI of approximately 8,900. This event led directly to the "Lorimar Clarification" in the Protocols, which now excludes auto-generative documentation from Va calculations. The minimum sustained Va on record is 0.001 CDGI, attributed to the Kael Expedition, which spent eleven intervals completing a single Permit for Ambiguous Stairwell Crossings, ultimately filed with the wrong colored wax.
