Descent Protocol

MS 1832.21 · Practices and doctrines

Descent Protocol (pl. Descent Protocols) is a class of regulatory frameworks governing all authorized vertical exploration within The Tower. It encompasses a complex system of approved routes, application procedures, durability assessments, and emergency contingencies, codified across numerous clauses and annexes. The most significant and foundational of these is Descent Protocol Delta-7-22, established by Clause 33, Annex Δ of the Third Concordance.

Historical Development

The need for a formal Descent Protocol arose from the chaotic and often catastrophic unregulated expeditions of the early Tower chronicles. Prior to the Third Concordance, descent was largely the purview of independent cartographers and salvage crews, leading to frequent conflicts over territory and contradictory mapping data. The consolidation of The Directorate of Descent in Year 117 of the Third Concordance provided the administrative impetus for a standardized system. The drafting of Descent Protocol Delta-7-22 was completed by a sub-committee of the Academy of Archival Protocol and ratified after a seven-year review period. Subsequent protocols, such as the Chen Protocol and the Security Protocol Sigma, were developed to address specific logical vulnerabilities and security concerns discovered during operational use of the primary framework.

Core Components

All Descent Protocols share several mandatory structural elements, as outlined in the Master Ordinance on Vertical Navigation (Ordinance VN-1).

  • Route Designation: Each approved descent path receives a unique alphanumeric identifier. Clause 2 (Route Designation) of Delta-7-22 formalized the convention of deriving this code from the floor of origin and the theorized terminus, though this is not universally applied in later protocols.
  • Application and Authorization: Expeditions require formal submission, typically to the Warden of Descent or a successor authority. Historic applications, such as the now-obsolete Form HDP-7 (Hypothetical Durability Protocol 7), assessed an expedition's theoretical resilience to non-Euclidean spatial stresses.
  • Operational Parameters: Protocols define permissible crew sizes, equipment manifests, communication intervals, and maximum durations before mandatory recall.
  • Contingency Measures: Embedded within each protocol are sub-protocols for emergency scenarios, including the invocation of Emergency Powers under defined conditions.

Protocol Classes and Variations

Descent Protocols are not monolithic. Several distinct classes have been recognized by the Academy:

Primary Regulatory Protocols (e.g., Delta-7-22)
Comprehensive frameworks establishing the legal and procedural baseline for all descent activity. They carry the force of Ordinance.
Corrective Protocols (e.g., Chen Protocol)
Issued to amend, suspend, or override specific provisions of a primary protocol after the discovery of a flaw or hazard. The Chen Protocol, for instance, explicitly suspends the practice of Guided Descent under certain atmospheric conditions noted in the Lower Scriptorium.
Security Protocols (e.g., Security Protocol Sigma)
Focus on containment, information control, and threat neutralization during descent. These often involve specialized materials, such as Sigma-Glass, and may temporarily supersede standard regulatory clauses.
Experimental Protocols
Time-limited frameworks authorizing methods outside standard parameters, such as Recursive Descent or Vellum Descent, for the purpose of academic study.

Jurisdictional Conflicts and the Concordances

As with all Tower governance, the authority of any given Descent Protocol is subject to the contradictions inherent in the Concordance system. A frequent point of scholarly and legal dispute is the hierarchy between protocols established under different Concordances. For example, a clause in the Fourth Concordance's Annex pertaining to "Spectral Cartography" appears to authorize descent methods that Delta-7-22, a Third Concordance document, explicitly prohibits as "ontologically destabilizing." The Contradiction Protocol provides a mediating framework for such disputes, though its efficacy is debated. The Academy of Archival Protocol maintains that procedural primacy always lies with the most recently ratified Concordance, while the Directorate of Descent's traditionalists argue for the inviolability of the foundational Delta-7-22 framework.

Modern Implementation and Training

Prospective descent expedition leaders undergo rigorous training at the Academy of Archival Protocol, where Descent Protocol Delta-7-22 remains the core textbook for procedural instruction. However, cadets are also drilled in the application of corrective and security protocols, requiring them to navigate simulated scenarios where multiple, contradictory protocols might apply. All authorized descent expeditions must file their intended route using the current standard form, Form M-7b (Rev.), which incorporates durability assessments derived from the older HDP-7 but within the updated logical parameters of the Chen Protocol. Compliance is monitored by the Directorate's audit teams, who have the authority to recall any expedition found in breach of its authorized protocol.
