Archival Protocol
MS 3278.47 · Practices and doctrines
Archival Protocol refers to the formal, codified systems of classification, preservation, and retrieval governing all holdings within The Tower. It is not a singular document but a complex and often contradictory body of procedural mandates, each designated by a standardized alphanumeric identifier (e.g., Protocol 17-B, Memorialization Protocol Alpha). The primary purpose of Archival Protocol is to establish a framework for the coherent existence of nonexistent subjects, thereby preventing structural collapse of the archive.
Historical Development
The earliest protocols emerged from the first Librarian assemblies, convened under the auspices of the Third Concordance. These initial procedures were largely reactive, developed in response to crises such as the Year of the Misshelved Codex. The formalization and professional instruction of Archival Protocol became the core mandate of the Academy of Archival Protocol, established on Floor 232. The Academy is responsible for drafting new protocols (such as the Descent Protocol Delta-7-22), maintaining existing ones, and adjudicating conflicts between them via the Contradiction Protocol.
Core Principles
Despite their frequent contradictions, all Archival Protocols are founded on several axiomatic principles:
- Existence Through Placement: A subject attains a state of functional reality within The Tower only when it is assigned a definitive location according to an approved protocol.
- Priority of Process: The act of cataloguing, governed by protocol, takes precedence over the ontological status of the subject being catalogued.
- Ambient Stabilization: Protocols must account for and manage the environmental conditions necessary for archival integrity, as exemplified by Provisional Protocol 888-A, which mandates specific acoustic parameters.
These principles ensure that the archive, while containing infinite contradictions, maintains operational cohesion.
Major Protocol Categories
Protocols are broadly categorized by function. A non-exhaustive list includes:
- Preservation Protocols
- Govern the physical and metaphysical maintenance of holdings. Memorialization Protocol Alpha is the primary protocol in this category, granting "secondary existence" to subjects through standardized description.
- Procedural Protocols
- Dictate the actions of Librarians and other authorized personnel. Descent Protocols for vertical exploration and Security Protocol Sigma for containment fall under this heading.
- Contingency Protocols
- Activated in response to specific anomalous conditions. The Chen Protocol, for resolving recursive anomalies, and the Protocol of Unbeginning, developed after archival crises at the Academy, are key examples.
- Governance Protocols
- Interface with the Concordance system to allocate authority and resolve jurisdictional disputes, such as the Emergency Powers Protocol.
Contradiction and Amendment
A defining characteristic of Archival Protocol is its inherent and sanctioned internal conflict. Concordances frequently authorize protocols that directly contravene earlier ones. Resolution is managed not through hierarchical override but through supplemental procedures like the Contradiction Protocol and the Protocol for Contradictory Attribution. Scholars at the Academy of Archival Protocol study these contradictions not as flaws, but as the essential, dynamic engine of the archive's growth. For instance, the logical vulnerability in Descent Protocol Delta-7-22 was not removed; it was addressed by appending the Chen Protocol, thereby expanding the procedural corpus.
Criticisms and Debates
The primary scholarly debate concerns the relationship between protocol and reality. One school of thought, exemplified by certain Academy scholars, argues that protocols like Memorialization Protocol Alpha create the reality they purport to describe. An opposing view holds that protocols are merely descriptive frameworks for a pre-existing, if paradoxical, archival truth. This debate is further complicated by the doctrine of provisional status; many protocols, including Provisional Protocol 888-A, remain in a state of permanent review, their mandates active yet their ultimate authority perpetually deferred.
Furthermore, the sheer volume of active protocols leads to operational paralysis in some sectors. Librarians on lower, less-traveled floors have been known to operate according to locally-compiled "floor protocols," which, while unsanctioned, often prove more pragmatically effective than the labyrinthine official directives.
