Priority of Process
MS 1861.45 · Practices and doctrines
Priority of Process is a foundational Tower doctrine stipulating that the legality of an action is determined not by its outcome, but by the procedural path taken to achieve it. Formally established under the Fourth Concordance, Annex Gamma, Clauses 8-11, it holds that "a correctly followed protocol, even one yielding a manifest absurdity, holds precedence over an efficacious result obtained through ad hoc means." The doctrine is the philosophical bedrock for countless administrative practices, including Priority Ingress adjudication and the Priority-by-Obscurity Model.
Formal Tenets
The doctrine is predicated on three core tenets, as interpreted by the Scribes for Auditable Process:
- Path Supremacy: Any action can be decomposed into a sequence of discrete, verifiable steps. The conformity of this sequence to an established protocol constitutes its legality.
- Result Irrelevance: The material or archival consequence of an action is a separate category from its procedural validity. A valid process may catalogue a non-existent subject; an invalid process may incidentally produce a correct catalogue entry. Only the former is accepted.
- Recursive Validation: The protocols governing an action must themselves have been enacted via a prior valid process, establishing a chain of procedural legitimacy stretching back to the First Spiral (though this origin point is itself a matter of Provenance Debate).
Operational Manifestations
Priority of Process manifests in daily Tower functions. The queue in the Hall of Whispering Margins operates not on the basis of a petitioner’s urgency or the significance of their claimed ingress, but on the obscurity of the Concordances cited in their petition—a process defined by the Priority-by-Obscurity Model. Similarly, the routing of missives through the Pneumatic Clarion Network follows Preferential Routing tables that are updated quarterly via a sanctioned committee vote, regardless of network efficiency.
A canonical example is the filing of an Assertion of Primacy. The assertion itself may be factually incorrect, but if filed using the correct triplicate forms (Epsilon-7), deposited in the designated slot at Aperture Gamma, and witnessed by a certified third-tier clerk, it becomes a binding legal fact within the Tower’s records. The subsequent correction of this fact requires an entirely new, and equally process-bound, action.
Contradictions and Dissent
The doctrine is not without internal contradiction or external challenge. The Eleventh Concordance states that 'the purely abstract has priority over the provisionally material,' which some scholars argue inherently privileges outcome (the abstract ideal) over process. This tension is typically resolved by declaring that the process of identifying the abstract is the paramount concern.
More substantive dissent comes from the Office of New Supports, which argues that an slavish adherence to Priority of Process leads to "procedural ossification," where the means become entirely detached from the Tower's nominal purpose of cataloguing. They point to the Creation of Mirror Corridors on Floor Ξ-44, a project that followed every relevant ordinance yet resulted in a wing that perfectly duplicates an existing one, serving no archival purpose whatsoever.
The Case of Linear Time
The doctrine faces its most complex application in the recurring dispute known as The Committee for Linear Time vs. The Looped Hour (Recurring). Both sides employ impeccably process-valid methods to argue their case, resulting in a deadlock where each new session of debate validates the procedural legitimacy of the previous one, making a final resolution impossible by design. This is often cited as the purest expression of the doctrine.
Administrative Instruments
Several key instruments enforce and monitor Priority of Process:
- Manual of Ingress
- The primary registry protocol that operationalizes Priority of Process for Priority Ingress claims, detailing every required step from initial petition to final stamp.
- Sentient Scribe (Model IV)
- Automated scribes scan documents not for content, but for citation formatting and procedural markers, ensuring petitions comply with the Priority-by-Obscurity Model before entering the adjudication queue.
- Petitioner Identification Protocols
- A subset of rules governing how a petitioner must be verified before their process can begin, considered a foundational "step zero" in any action.
Philosophical Implications
Ultimately, Priority of Process transcends mere bureaucracy; it is a metaphysical stance on reality within the Tower. It posits that order—a specific, documented order—is a higher form of truth than correspondence with an external state of affairs (which, per Tower epistemology, is an incoherent concept). A thing is real because it was arrived at correctly. This provides the ultimate justification for the Tower's existence: it is not an archive of the world, but a world constituted by its own archive's procedures. The ongoing work of Protocol Maintenance is therefore not clerical upkeep, but the continual act of world-building.
