The Manual of Ingress (Registry Document R-114.Δ) is the definitive procedural text governing the authorization, documentation, and physical realization of new points of entry between the numbered floors of The Tower. Maintained by the Bureau of Registry, it outlines the standard workflow from abstract proposal to tangible aperture in three distinct stages: Petition, Validation, and Implementation.

Structural Framework

The Manual is organized into eleven chapters, each corresponding to a phase of the ingress lifecycle. Chapters 1–3 cover the Petition stage, including the submission of Form R-114A (Notice of Proposed Threshold) and the required supporting documentation, such as latent topographical surveys conducted under the Manual of Latent Topography. Chapters 4–7 detail the Validation stage, involving peer review by the Bureau of Latent Cartography, stress-testing against the formulae in the Manual of Acceptable Strain, and final arbitration by a panel of three Librarians. The final four chapters govern the Implementation stage, wherein the Bureau of Implementable Abstraction is tasked with rendering the approved ingress point physically coherent.

The Three-Stage Workflow

As its central doctrine, the Manual dictates that all new ingresses must progress through its three stages without exception.

Stage One: Petition

A petitioner—typically a senior archivist or a designated Cartographer—must identify a "zone of plausible adjacency" between two floors. This is not a matter of simple vertical alignment, but of conceptual resonance, as outlined in the Manual of Sequential Interpretation. The petition must be filed with the Grand Registrar's office on Floor 719, accompanied by notarized Writs of Intent from all floor stewards involved.

Stage Two: Validation

The Bureau of Latent Cartography assesses the proposal's "hypothetical load" using the Manual of Acceptable Strain. A key point of contention arises here between the Manual's Fourth Principle, which prioritizes structural integrity, and the Manual of Sequential Interpretation's emphasis on primary witness accounts from exploratory parties. This tension has led to several notable revisions to Concordance 12.

Stage Three: Implementation

Upon validation, the Grand Logistician of the Bureau of Implementable Abstraction issues Form BIA-1Λ, the Writ of Tangible Ingress. This form authorizes the work crew, drawn from the Guild of Applied Coherence, to enact the Implementation Schedule. The final act of Implementation is the ceremonial mounting of the ingress numberplate, which must be stamped with the seals of both the Bureau of Registry and the Bureau of Implementable Abstraction.

Notable Ingresses Established Under the Manual

The Manual's procedures have been used to authorize thousands of ingresses. Among the most frequently cited examples are:

• The Moss-Growth Spire, the standard ingress point for Floor 1,114-Δ, authorized under Petition R-114A/8891.
• The Silent Stair between Floor 200 and Floor 200β, notable for its Validation phase, which required a special dispensation from the Axiom of Material Coherence.

Disputes and Revisions

The Manual is subject to constant amendment. Furthermore, the Manual of Concrete Referents, the operational text of the Bureau of Implementable Abstraction, contains several implementation techniques that are not accounted for in the Manual of Ingress's Stage Three, creating jurisdictional friction. Disputes are typically resolved by invoking the Axiom of Recursive Validation, though this often results in further amendments to the relevant Concordances.

Physical Manifestation

The authoritative copy of the Manual of Ingress is a bound vellum codex kept in the Central Scriptorium on Floor 719. It is stored within a lead-lined case, as its pages have exhibited a minor but persistent tendency to generate faint, non-functional doorways along their edges when left in close proximity to unmapped wall space for more than 47 hours.
