The Axiom of Documented Intent is the third principle of the Manual of Sequential Interpretation governing the administrative and legal procedures of The Tower. It establishes that the stated purpose of a document, as inscribed in its foundational clause, is the sole determinant of its permissible applications and supersedes any emergent or latent properties the document's material substrate may acquire.

This principle was designed to create administrative stability in an environment where archival materials frequently exhibit unpredictable behaviors. By separating a document’s bureaucratic function from its potentially volatile physicality, the Axiom allows for the continued use of materials like somnolent sand or Sleeping Ink in official paperwork, provided their stated intent is clear and procedurally sound.

Practical Application and the Miletus Precedent

The most cited test of the Axiom occurred during Cycle 12, involving the Miletus Fragment. The Fragment, a shard of whispering slate used to record Ordinance 707 (Perpetual Toll on Ephemeral Goods), began to produce a low-frequency hum that induced catalepsy in junior scribes.
