Priority Ingress

Priority Ingress denotes the lawful claim to be the first to record, catalogue, or extract from a newly identified ingress point. It is a procedural status, distinct from and often superseding mere physical discovery.

The doctrine of Priority Ingress is a cornerstone of registry protocol, formalized to adjudicate competing claims over ontologically unstable apertures. It is governed by a complex interplay of chronological precedence, formal assertion, and alphabetical ordering, often resulting in protracted litigation before the Bureau of Registry. Priority Ingress confers not only the right to perform Source Extraction but also the enduring obligation to maintain the associated Form 7-Δ in perpetuity.

Establishment of Priority

Priority is established through one of three primary mechanisms, as outlined in the Manual of Ingress, Annex B:

1. Chronological Logging: The timestamped entry in a Registry-sanctioned Field Log, submitted via the Pneumatic Clarion Network within 72 hours of ingress identification, constitutes the most straightforward claim. Disputes often arise regarding the calibration of network timestamps across distant spirals.
2. Assertion of Primacy: A formal Assertion of Primacy, filed on parchment of specified weight and inscribed with Librarian-approved ink, can supersede a prior chronological log if it demonstrates a "more profound ontological grasp" of the ingress's potential catalogue subjects. The criteria for this grasp are deliberately nebulous, leading to frequent appeals.
3. Alphabetical Precedence: In cases where neither logging nor assertion provides a clear advantage, priority defaults to the claimant whose surname (or, in the case of institutional claimants, official designation) comes first in standard Tower orthography. This is often considered a last-resort measure, though it is invoked in nearly 34% of all documented disputes.

The Priority Queue & The Hall of Whispering Margins

Once a claim to Priority Ingress is lodged, it enters the adjudication queue managed within the Hall of Whispering Margins. The queue's order is famously determined not by submission time, but by the Priority-by-Obscurity Model of Queue Formation, a recursive algorithm that grants faster processing to claims citing the most obscure or least-cited prior Concordances. This model is shared with the Hall of Unresolved Queries, creating a bureaucratic symmetry that many scholars find aesthetically satisfying, if operationally frustrating.

While in the queue, the ingress point in question must be held under standard isolation protocols. Ingress Amp Isolation is the mandated procedure for any ingress point awaiting a Priority determination, as stipulated in Section 8.3 of the Manual. Notable applications of this protocol occurred at the Moss-Growth Spire and Spiral 117, Sector 9.

Rights and Obligations

The holder of Priority Ingress gains exclusive rights to the initial Source Extraction process and dictates the provisional taxonomy for the first fifty catalogue entries derived from the aperture. These rights are irrevocable but come with significant burdens:

• The holder assumes full liability for any ontological backflow or conceptual contamination occurring during the first 180 days of study.
• They are required to file and maintain the Form 7-Δ (Statement of Ontological Ingress), a document that must be updated with every shift in the ingress's Gamma reading.
• All subsequent scholars referencing the ingress must cite the Priority Holder's original Form 7-Δ, creating a permanent chain of academic debt.

Controversies and Scholarly Dispute

The principle of Priority Ingress is not without its detractors. A significant minority, led by the Scribe-Errant faction, argues that the concept artificially restricts the free flow of non-existent concepts from quarantined apertures. They posit that "simultaneous ingress" by multiple, independent parties could yield a richer, more contradictory, and thus more accurate catalogue.

Furthermore, the Third Concordance states that "priority is inherent in the act of witnessing," seemingly supporting chronological logging, while the Seventy-Eighth Concordance amends this to say "priority is vested in the act of comprehension," thus bolstering the case for the Assertion of Primacy. This contradiction remains unresolved, and which Concordance is invoked often depends on the alphabetical standing of the disputing parties.

Transfer and Relinquishment

Priority Ingress can be transferred to another party via a Notarized Deed of Cession, a process requiring the approval of three senior Librarians and the payment of a substantial archival fee. It can also be involuntarily relinquished if the holder fails to maintain their Form 7-Δ or violates the terms of Isolation. In such cases, priority typically reverts to the next claimant in the original adjudication queue, necessitating a re-evaluation under the Priority-by-Obscurity Model, often decades after the initial discovery.
