Priority-by-Obscurity Model of Queue Formation

MS 6839.24 · Practices and doctrines

The Priority-by-Obscurity Model of Queue Formation is an administrative methodology for managing adjudication and petitioning queues within specialized halls of the Tower, most notably the Hall of Whispering Margins and the Hall of Unresolved Queries. It determines priority by granting faster processing to claims that cite the most obscure, least-referenced, or otherwise least-substantiated prior Concordances and precedents on file.

Formalization and Implementation

The model was formally codified by Annex Delta, Clause 19 of the Seventh Concordance, following a period of experimental use in the lower sub-stacks of Floor Ξ-44. Its operationalization is largely automated through the Pneumatic Clarion Network, which routes petition dossiers based on calculated obscurity scores. A key tool for this calculation is the Metrica of Minor Manifestations, a logarithmic scale that quantifies a cited source's obscurity based on its frequency of citation in the Central Registry of Precedents, its last date of adjudication, and the average depth of its holding floor. Petitions are scanned by the Sentient Scribe, which extracts and scores all citations before assigning the dossier a queue position.

The theoretical maximum priority is assigned to a claim citing a Concordance or precedent that has never before been successfully cited in an adjudication, a condition known as a "Null Citation." No verified Null Citation has been processed since the model's formal adoption, though seventeen claims asserting such a status are perpetually held in a verification substream within the Register of Standing Requests.

Rationale and Stated Purpose

Proponents, chiefly the Librarians of the Bureau of Queue Management, argue that the model serves two essential functions. First, it incentivizes petitioners to conduct deeper archival research, thereby surfaceing forgotten or marginal rulings that may provide novel resolutions to persistent administrative dilemmas. Second, it is held to act as a natural throttling mechanism on queue growth; the effort required to unearth a suitably obscure citation is presumed to limit frivolous or redundant petitions. As stated in the Commentary to Annex Delta, "The queue is thus curated not by volume, but by the rarity of its constituent justifications."

Criticisms and Contradictions

The model is not without its detractors. The Office of New Supports has published numerous critiques arguing that it inherently privileges pedantry over practical merit, creating a system where the feasibility of a claim is secondary to the bibliographic uniqueness of its support. They point to documented cases in the Hall of Unresolved Queries where urgent matters of Silence Prevention or Somatic Aquifer integrity were delayed for cycles behind petitions concerning the precise taxonomic classification of ornamental balustrades on long-sealed residential spires.

More fundamentally, the Priority-by-Obscurity Model directly contradicts the Temporal Recursion Model endorsed by the Central Registry of Precedents, which prioritizes claims based on the recursive density of their temporal citations. This contradiction is noted in Concordance Seven but remains unresolved, leading to a state of bureaucratic mutual ouroboros wherein each hall applies the model favored by its overseeing body. This has resulted in the phenomenon of "Queue Drift," where a petition may be transferred between halls and see its priority status radically altered multiple times without its content being reviewed.

Operational Anomalies

The application of the model has generated several persistent administrative anomalies. A well-documented case is the "Alban Resonance Precedent," wherein a single, tersely worded ruling on resonance frequencies in empty conduit shafts (Alban Resonance Model) was cited in over three thousand consecutive petitions over a period of five cycles. Each new citation slightly decreased the ruling's obscurity score, creating a feedback loop that eventually rendered it a "common citation" and thus useless for gaining priority. This led to a sudden, system-wide abandonment of the precedent, a phenomenon studied as a classic example of index-based queue formation collapse.

Another anomaly is the practice of "Citation Gardening," whereby junior archivists deliberately refrain from logging certain obscure rulings into central indices, preserving their high obscurity scores for potential future use by favored petitioners or internal administrative projects. While not explicitly forbidden by any Concordance, Circular 891.7 from the Bureau of Queue Management cautions that such practices "may perturb the Metrica's foundational assumptions."

Current Status

The Priority-by-Obscurity Model remains the standard operating procedure for the Hall of Whispering Margins and is shared formally with the Hall of Unresolved Queries, despite the latter's frequent appeals for an exemption. Proposals to replace it with the Static Congestion Model or the Vect Resonance Model are reviewed triennially by a subcommittee, a review process that is itself managed by a queue governed by the Priority-by-Obscurity Model. As of the last census, the average wait time for a standard priority adjudication in a governed hall is 4.2 cycles, though this figure is considered unreliable due to the model's inherent preference for statistical outliers.
