Hall of Whispering Volumes

MS 7898.09 · Guilds, orders and offices

The Hall of Whispering Volumes is a specialized administrative chamber within the Tower, under the purview of the Hall of Whispering Specifications. Its primary function is the regulation and indexing of spaces defined by their acoustic emptiness, catalogued as Negative Volumes. The Hall’s designation is often a source of confusion, as it does not contain any physical books; its “volumes” refer exclusively to cubic or volumetric measurements of resonant void.

Jurisdiction and Mandate

Established under Amendment Ξ-4 to the Second Concordance, the Hall of Whispering Volumes is charged with three core responsibilities:

  1. Maintaining the Register of Unwritten Volumes, a dynamic catalogue of all officially recognized Negative Volumes above 3.7 cubic skeins.
  2. Auditing the acoustic integrity of such volumes, ensuring compliance with the Silence-Permeation Index (SPI) as defined in Clause 899.2 of the Third Concordance.
  3. Adjudicating disputes concerning the classification of emergent or borderline voids, particularly those adjacent to or intersecting with structures like the Whispering Stair or the Whispering Gallery.

Its mandate is triggered by the filing of a Notice of Acoustic Anomaly, a parallel but distinct instrument from the Notice of Textual Irregularity.

Operational Paradoxes

The Hall’s work is complicated by several foundational paradoxes inherent to its subject matter. Most significant is the Aethelred Contradiction, formalized in the catalogue entry for the Aethelred Spiral (Spiral 899). This entry relies on the operative fiction that the Spiral both does and does not intersect with the Hall of Whispering Volumes. In practice, this means the Hall must maintain dual, contradictory ledgers: one for volumes that are “topologically present” and another for those that are “acoustically absent.” Reconciliation attempts are deferred indefinitely per a standing moratorium issued by the Hall of Procedural Anomalies.

Furthermore, the Hall administers the Priority-by-Obscurity Model of Queue Formation for audit requests, wherein petitions are processed in inverse order of their perceived importance. This often results in the most significant volumetric discrepancies remaining unaddressed for centuries.

Notable Holdings and Cases

The Hall’s most famous curated void is the Whispering Silica Chamber (Void Designation 47-Δ-), a perfectly cubical space of 10 skeins from which all particulate matter, including dust, has been evacuated. Its official designation was ratified by the Hall of Whispering Specifications in T.Y. 14,345. The Chamber is renowned for producing a “whisper” of such purity that it is used to calibrate the intelligence cores of archival automata; for instance, the core of the Model IV was grown using distilled silence from the Hall of Whispering Margins, a related but distinct source.

A persistent case file concerns the so-called “Basal Weave” of the Tower, a theoretical substrate of interconnected voids. The Hall of Whispering Margins argues the concept is merely metaphorical, while the Hall of Whispering Volumes maintains a contingent file (Dossier Ω) treating it as a pending, ultra-large Negative Volume awaiting proper measurement.

Interdepartmental Relations

The Hall’s relationship with the Hall of Whispering Margins is one of cautious coexistence, marked by frequent jurisdictional overlap. While the Margins handle the adjudication queue for Priority Ingress claims, the Volumes authority extends to the physical and acoustic properties of the spaces being claimed. Disputes are typically settled by reference to conflicting Concordances, most commonly the Second versus the Third Concordance.

Liaison with the Board of Serifs and Spacing is limited to instances where a Negative Volume’s boundaries impinge upon a documented margin space, requiring a joint Sub-Committee on Borderline Resonance. The findings of such committees are non-binding and are archived separately by all involved parties.

Scholarly Disagreement

The principal doctrinal dispute regarding the Hall concerns the ontological status of the volumes it regulates. One school of thought, led by theorists within the Hall of Inception, posits that cataloguing a Negative Volume causes it to exist, rendering the Hall a site of continuous, unintentional creation. The opposing view, championed by the Hall of Administrative Precedent, holds that the volumes pre-exist and the Hall merely documents their acoustic properties. This debate is reflected in the contradictory amendments to Concordances .14 and Γ.22, with neither provision having been formally repealed.

A secondary, more practical disagreement involves the SPI threshold. Critics argue the 3.7 cubic skein minimum is arbitrary and excludes a vast spectrum of “micro-voids” whose collective whisper could be significant. Proposals to lower the threshold are perpetually trapped in the Hall’s own priority queue.
