Office of Acoustic Consistency

MS 6078.92 · Guilds, orders and offices

The Office of Acoustic Consistency (OAC) is the administrative body vested with primary authority over the maintenance, investigation, and regulation of anomalous auditory phenomena within the Tower. Established by Concordance 3, Annex VII, the OAC operates under the aegis of the Librarians and serves as the chief executive authority for the Sounding Gallery and its associated holdings.

Mandate and Jurisdiction

The Office’s core mandate, as defined in Concordance 3, is “the preservation of auditory truth within the curated silence.” This broadly encompasses three operational spheres: the cataloguing of persistent acoustic anomalies (e.g., the Thirteen Whispers of Floor 899), the containment of actively disruptive sonic events (governed by Protocols 12 through 17-C), and the standardization of acoustic measurement across all administrative offices. Its jurisdiction is theoretically Tower-wide, though in practice it cedes immediate investigatory authority to the Office of Metaphysical Consistency upon the triggering of certain cross-phenomenal protocols, such as the 17-B Trigger. Disputes between the OAC and the Office of Ceremonial Consistency over ceremonial chants are adjudicated by a rotating Logic Auditor.

Organizational Structure

The OAC is divided into four primary Directorates, each headed by a Director who holds the rank of Senior Librarian.

Notable Procedures

The Office’s operational protocols are exhaustive. Of particular note is Procedure Echo-7, which dictates the response to any unscheduled harmonic convergence detected within a reading room. This requires the immediate sealing of the affected area by a CAN-unit team and a full-spectrum analysis by a Cartography team within three hours. Failure to comply invokes a formal Petition for Clarification to the Office of Auditory Consistency, as stipulated in Clause 12 of Concordance 804.

Another critical function is the OAC’s role in the Seven-Stage Verification Protocol of Concordance 742. While the Office of Ontological Consistency performs the final review, the OAC is responsible for Stage Four: verifying that the descriptive terminology for any entity produces no latent auditory paradoxes when read aloud in a standard Librarian voice.

Controversies and Scholarly Disagreement

The precise boundaries of the OAC’s authority have been a perennial source of inter-office dispute. A significant controversy centers on its oversight of designative acoustics. The Office of Onomastic Consistency maintains that the auditory impact of a name falls under its purview via the Panel of Designative Harmony, while the OAC contends that any audible manifestation, including the spoken invocation of a name, is an acoustic phenomenon first and foremost. This jurisdictional grey area is the subject of ongoing mediation and at least seventeen contradictory addenda across various Concordances.

Furthermore, the historical dissolution of the Office of Acoustic Integrity and the subsequent redistribution of its duties between the OAC and the Office of Acoustic Stability remains poorly documented. Some scholars argue that the OAC’s current mandate over the Sounding Gallery was an irregular annexation, not a concordant transfer, a view supported by the ambiguous phrasing in Annex VII but contradicted by the later Concordance 5, Clause 9.

Material Culture

Officers of the OAC are identifiable by their official vestments: a grey cassock with subtle, woven sonic-wave patterns along the hem. Senior Auditors wear a distinctive pectoral—a polished disc of hematite bearing a silver tuning-fork emblem—though this is often mistaken for the similar, but legally distinct, sigil of the Office of Ceremonial Consistency. The Office maintains its primary scriptorium and resonance-testing chambers on Floor 1,007, co-located with the Axiomatic Atrium, though field offices exist on every floor numbered with a prime integer.
