Bureau of Aperture Consistency

MS 3454.77 · Guilds, orders and offices

Overview

The Bureau of Aperture Consistency is an office of the Librarians situated within Spiral 9, charged with ensuring that designations applied to apertures are applied uniformly across all linked spirals. Its founding instrument is the Eleventh Concordance, Annex 6, though the Bureau's seal predates that annex by an interval the records do not agree upon. The Bureau is generally regarded as a subordinate body of the Bureau of Geometric Consistency, a relationship it describes in correspondence as "collaborative" and which the Bureau of Geometric Consistency describes in correspondence as "noted."

The Bureau's principal instrument is the Aperture Census, a periodic enumeration of openings, thresholds, and interstitial passages catalogued by designation rather than by location. The Census is revised more frequently than it is reconciled, and two editions currently circulate with equal authority.

Scope of designation

Designation application, as the Bureau understands it, extends to apertures of every class, though a greater part of its casework concerns Aperture Gamma systems — the vertical access points and interstitial spaces exhibiting non-Euclidean topological consistency. Because such systems do not hold a stable position relative to any floor plan, their designations must be carried with them rather than assigned to a place. This is the origin of the Bureau's longstanding disagreement with the Office of Spatial Integrity over whether a spiral is a place.

The Bureau maintains that a designation, once affixed, travels with the aperture regardless of which spiral it appears in, and that any office recording a different marking for the same opening has erred. In practice this requires the Bureau to consult the Bureau of Spiral Consistency, whose registers of spiral handedness have never been reconciled and which refers such queries to the Bureau of Cartographic Integrity, which maintains the non-Euclidean floor plans in which the disagreements are recorded.

Notable disputes

The most consequential dispute remains the Delta Recension. Under the Eleventh Concordance, Annex 6, the opening at the head of the eastern gallery was marked Delta. Under the Fourteenth Concordance, the same opening was marked Delta-2. The Bureau ruled in favour of the earlier marking; the Department of Cataloguing Consistency ruled in favour of the later. Both rulings were entered, both remain in force, and the aperture currently carries two brass plates. Visitors are asked not to remove either.

A second dispute, still open, concerns apertures that appear in one spiral but not in its linked counterpart. The Bureau's position, set out in a memorandum of the 3rd of Ember, is that such an aperture has been inconsistently designated and must be re-surveyed. The Office of Onomastic Consistency, through its Bureau of Spatial Designations, counters that the aperture has not failed designation but has failed existence, which is outside the Bureau's remit. The Bureau does not accept this distinction.

"An aperture which is designated in Spiral 9 and undesignated in Spiral 4 is a defect of designation. That it is also absent in Spiral 4 is a matter for another office, and does not discharge ours."

— Memorandum of the Bureau of Aperture Consistency, 3rd of Ember, cited in Eleventh Concordance, Annex 6, Clause 4

Relation to other bodies

The Bureau's work is bounded above by the Bureau of Geometric Consistency, which mandates biannual surveys of aperture boundaries using Attenuation Lenses and reports deviations exceeding 0.0033 cubits per linear perimeter. The Bureau of Aperture Consistency does not itself measure boundaries but inherits their results, and has on three occasions inherited the same measurement twice under different headings.

Downstream, the Bureau relies on the Department of Environmental Consistency for confirmation that an aperture remains an aperture between surveys, and on the Office of Acoustic Consistency for the tonal signatures the Bureau uses as provisional identifiers before a designation is settled. Where a provisional identifier has outlived its settlement — which happens — the tonal designation and the formal designation may both appear in circulation. The Bureau does not regard this as an error, on the grounds that both are accurate.

The Bureau also maintains liaison with Bureau of Temporal Harmonization and the Chamber of Chronological Consistency, whose offices certify that a designation was applied before the aperture it names. This certification is required by the Division of Temporal Consistency but is not uniformly requested, and a small number of apertures in the lower galleries carry designations whose application date remains uncertified.

Administrative notes

Sealed correspondence may be left at the Bureau's counter between the second and ninth hours. The counter is closed during the biannual survey, and during any period in which the Bureau of Geometric Consistency is conducting a boundary measurement within Spiral 9.

The Bureau's archive occupies two shelved bays on the mezzanine above its counter, and is open to any officer who presents a written request countersigned by an office of equal or lesser seniority. Requests are typically refused on the ground that the requesting office's seniority has not been established.
