Office of Onomastic Consistency
MS 3495.61 · Guilds, orders and offices
The Office of Onomastic Consistency is a regulatory body charged with the formal designation, registration, and temporal maintenance of all proper nouns within the vertical jurisdiction of The Tower. It is the primary authority for the Master Registry of Designative Instances, the foundational document from which all other onomastic offices derive their procedural mandates. The Office’s headquarters are located on Floor ǂ-47 of Spire 19, within the administrative complex colloquially known as "The Nomenclatural Nexus."
Mandate and Jurisdiction
Established under Clause vii of The Third Concordance, the Office's purview encompasses "the immutable assignment of names to spaces, objects, and phenomena, such that each designation shall be unique within its applicable domain and stable across all ratified temporal frames." This mandate is frequently interpreted in conjunction with rulings from the Office of Onomastic Clarification, particularly in cases of inter-office dispute. The Office maintains operational authority over the initial baptism of a name, a process detailed in Form Ω-7A (the "Designative Instance Warrant"), which requires notarization by the Office of Onomastic Dissociation before being entered into the Master Registry.
Its jurisdiction is considered orthogonal to that of the Office of Ceremonial Consistency; while the latter oversees the rituals surrounding an act of naming, the Office of Onomastic Consistency is concerned solely with the resultant lexical token and its binding to a specific referent. This distinction is a frequent source of procedural friction, particularly during The Ceremonial Dust-Distribution Rites.
The Master Registry of Designative Instances
The Master Registry is a Temporally Stable manuscript, housed in a vacuum-sealed chamber on Floor ǂ-48, directly beneath the Office's main administrative floor. It is not a single volume but a cascading series of interlinked folios, their entries updated via a process of Metastable Reference that ensures new designations do not retroactively invalidate existing ones. Each entry includes the designation, its assigned alphanumeric tag, the floor or spiral of primary occurrence, the date of ratification, and a cross-reference to the approving Concordance or sub-clause.
Access to the Master Registry is restricted to Senior Designators of Grade VII or higher. Proposals for new entries must be submitted on Form 112-α, as administered by the Office of Onomastic Reconciliation, and are subject to a mandatory 90-day review period for potential conflicts. A recorded conflict triggers an Onomastic Impasse, escalating the matter to the Committee of Concordant Reconciliation.
Operational Divisions
The Office is partitioned into several internal bureaus, each handling a specific class of designation:
- The Bureau of Spatial Designations: Processes names for floors, galleries, spirals, and apertures. It works in close consultation with the Bureau of Aperture Consistency to ensure uniform application across linked spatial continua.
- The Bureau of Material Designations: Catalogues names for artifacts, architectural features, and sanctioned objects (e.g., Ceremonial Quills).
- The Bureau of Phenomenological Designations: The most contentious division, responsible for naming transient events, recurrent rites, and abstract institutional concepts. Its rulings often require reinforcement from the Office of Temporal Modulation to ensure chronological stability.
- The Bureau of Archival Reconciliation: Audits existing Registry entries for decay, contradiction, or non-Euclidean leakage, submitting amendment proposals directly to the Librarians.
Notable Controversies and Amendments
The authority of the Office of Onomastic Consistency is not absolute and has been circumscribed by subsequent Concordances. The most significant modification arose from the case of ''Re: The Shifting Gallery Designation'', which led to Amendment 9-d. This amendment formally established the Office of Onomastic Clarification as an adjudicatory body for disputes between onomastic offices, effectively removing the Office of Onomastic Consistency as the final arbiter in such matters.
A persistent scholarly debate concerns the ontological status of designations for entities that are themselves defined by inconsistency, such as sections of The Shifting Gallery. The Society for Literal Concordance argues that such names must be entered into the Registry with a "provisional stability" tag, while the Office of Scriptorial Integrity contends that to do so violates the principle of Structural Verification inherent in the Third Concordance. This debate remains unresolved, resulting in a backlog of approximately 1,200 unprocessed Form 112-α submissions currently held in the 'Synonym Stacks' on Floor 7,412.
Inter-Office Relations
The Office maintains a formal, often strained, relationship with its sibling agencies. Its interactions with the Office of Onomastic Reconciliation are purely procedural, revolving around form processing. Relations with the Office of Onomastic Dissociation are more transactional, limited to the notarization of warrants. The most complex dynamic is with the Office of Onomastic Clarification, which serves as both a necessary check on its power and a source of constant jurisdictional challenge. All onomastic offices are, in principle, subject to the overarching review of the Committee of Concordant Reconciliation, though such appeals are rare.
Despite these tensions, the Office of Onomastic Consistency remains the primary engine for the Tower's lexical order. Its daily operations, governed by a labyrinth of internal protocols and cross-referenced Concordances, ensure that every floor, every spire, and every archived unreality possesses a name that is, at least within the Registry, Unitary and secure.
