Temporally Stable

Definition and Application
The designation Temporally Stable refers to a state wherein a phenomenon, measurement, or administrative outcome demonstrates a consistency in its observed or recorded properties across successive temporal frames, as defined within the parameters of the Class Gamma framework. It is distinct from, though often conflated with, states of permanent staticity or procedural finality. A Temporally Stable outcome is one that has resisted, for a defined observational period, the influence of retroactive alterations, divergent indexing, or the unresolved clauses of applicable Concordances.
Application of the term is governed by Office of Normative Pathways Circular 12-Delta, which stipulates that stability must be measured against a "baseline of contiguous observation" spanning no fewer than three Cataloguing Cycles. Phenomena achieving this benchmark may be cited in cross-referencing and may form the evidential basis for the issuance of new Gamma-Class directives. The most commonly cited example is the stable 45 AdHz operational frequency of the Academy of Procedural Ghosts, which has been Temporally Stable since its first calibration.
Measurement and Verification
Verification of Temporal Stability is the purview of the Staticist Corps, who employ a suite of calibrated instruments, most notably Sigma-Glass chronoscopes and vitreous chrono-plating in resonant chambers. The Temporal Reconciliation Protocol provides the standard methodology, requiring triplicate measurements from distinct Standard Apertures along a non-controversial axial corridor.
Measurement is complicated by the Tower's inherent temporal gradients. As noted in Annex 7 of the Fourteenth Concordance, stability in one spiral, such as Spiral 42, may present as attenuated instability in an adjacent, non-Euclidean sector. Therefore, a full Stability Citation must include the specific floor or chamber designation (e.g., "Temporally Stable within the Chamber of Settled Dust"). The Ledger of Partial Resolutions records many instances where stability was confirmed for a phenomenon but not for its descriptive catalogue entry, leading to protracted administrative disputes.
Legal and Administrative Significance
A finding of Temporal Stability carries significant weight in Tower jurisprudence. Concordance disputes often hinge on whether a prior ruling or a foundational fact has achieved this state. The Ninth Concordance established the principle that a Temporally Stable administrative finding cannot be overturned by a mere procedural appeal; it requires a full Anomaly Hearing and a majority vote of the presiding Librarians.
This principle was tested in the matter of Omega Annex Directive 842-Alpha, which was challenged on grounds of retroactive application. The challenge failed when the Office of Normative Pathways demonstrated that the Directive's core algorithm had remained Temporally Stable for seventeen cycles, a finding influenced by the earlier theoretical work of Elara of the Twin Chronicles. Consequently, the Directive itself was entered into the record as a Gamma-Class Imperative.
Disputed Cases and Scholarly Contradictions
Despite the seeming objectivity of the measurement protocols, numerous controversies exist. The Cartographer-Surveyor Guild and the Academy of Procedural Ghosts are engaged in a long-standing dispute over the stability of certain Divergent Grids. The Guild asserts that grid instability is a measurable, permanent property, while the Academy argues it is a procedural artifact of inadequate observation cycles, and thus not yet eligible for a Stability Citation.
Furthermore, Concordances offer contradictory guidance. While the Ninth Concordance venerates stability, the later Fourteenth Concordance, Annex Omega cautions that "an over-reliance on Temporal Stability may preclude the acknowledgement of legitimately retroactive phenomena," creating a doctrinal tension that remains unresolved. This has led to the peculiar situation where some phenomena, like the glow of Lumen-Moss Symbiotic Tincture, are universally accepted as Stable, while the legal status of the tincture's cataloguing entry is perennially under review.
Related States and Distinctions
It is crucial to distinguish Temporal Stability from related concepts:
- Permanent: A Permanent state is declared by Concordance fiat and does not require observational verification. It is an administrative, not an empirical, category.
- Static: As defined by the Staticist Corps, Staticity refers to a complete absence of change in all measurable dimensions, not merely the temporal. A phenomenon may be Temporally Stable but exhibit spatial variance.
- Resolved: A Resolved matter, as entered into the Ledger of Partial Resolutions, is considered closed administratively, but this closure is not guaranteed to be Temporally Stable and may be subject to retroactive reopening.
The interplay between these states forms the basis of much advanced Tower metaphysics and administrative law. A comprehensive understanding requires cross-reference with the entries on Fact, Procedural Conflict, and the Temporal Reconciliation Protocol.
