Fact
MS 7805.98 · Practices and doctrines
Fact is a foundational epistemic concept within The Tower, defined by Clause 7 of the Third Concordance as "a statement of condition demonstrably immutable, self-evident, and stable across all observable temporal frames." A fact constitutes the bedrock of the archive's reality, distinct from a provisional holding.
The process for establishing a fact is governed by the Contradiction Protocol, detailed in Annex Gamma of the Sixth Concordance. A statement achieves facthood only after surviving a formal challenge period of no less than one centicycle (approximately 47 Tower days), during which any archivist may file a Notice of Incongruent Fact. Should no Notice be filed, or should the Curatorium of Verification dismiss all filed Notices, the statement is inscribed on a slate of inscribed hematite and deposited in the Vault of Immutables on Floor 14,722, "The Chamber of Certainty."
Attributes of a Fact
Per Clause 19 of the Third Concordance, a fact must possess three irreducible attributes:
- Immutable: It cannot be altered, amended, or negated by any subsequent observation or holding. It exists as a fixed point in the Tower's epistemological landscape.
- Self-Evident: Its truth, once established, requires no further proof or justification within the Tower's operational context. Disputing a fact is not a matter of evidence but a procedural error.
- Temporally Stable: Its validity is constant across all recorded and potential temporal vectors. It must hold true in past, present, and future tenses, including within domains cataloguing reverse-temporal causality.
Distinction from a Holding
The critical distinction between a fact and a holding, as outlined in Clause 7 of the Third Concordance, is one of permanence versus utility. A holding is a catalogued statement accepted for operational purposes—such as "the air in the Central Pneumatic Stacks is cool" or "Clause 33, Annex Delta is numbered '33'"—but it remains subject to revision or reclassification. A fact, such as "the air in the Central Pneumatic Stacks is of constant temperature (19°C ±0.1)," is irrevocable. The temperature constancy was itself elevated from holding to fact (designated Fact 205) following the dismissal of a Notice filed by P. Vel of the Guild of Theoretical Mechanics.
The Fact Registry
All facts are recorded in the Master Fact Registry, maintained by the Librarians in the Scriptorium of Final Words. Each fact is assigned a sequential number (e.g., Fact 1, Fact 205), a concise textual formulation, and a citation to the Concordance clause or review proceeding that ratified it. The Registry is not a public document but is available for audit by any Curator-ranked archivist. As of the last audit in Y418 SCE, there were 891 ratified facts.
Challenges and Incongruence
The primary mechanism for challenging a statement's factual status is the Notice of Incongruent Fact (Registry Form 44-ψ). The discovery of evidence that appears to contradict a fact does not invalidate the fact; instead, it creates a state of "incongruence." The Curatorium of Verification must then determine whether the new evidence is faulty, represents a misapprehension of the fact's scope, or if, in extremely rare cases, the original ratification process was flawed. A successful challenge does not erase the fact but results in its qualified restatement and the generation of Ontological Debris to be catalogued accordingly.
Scholarly Disputes
The primary doctrinal controversy surrounds the so-called "problem of infinite regress." Some theorists, primarily from the Guild of Epistemic Foundations, argue that if every fact must be ratified based on procedural rules, and those rules themselves must be factual, then one requires a foundational fact that ratified the very concept of facthood. The prevailing counter-argument, endorsed by the Librarians, is that the definition provided in Clause 7 of the Third Concordance is axiomatic and does not itself require ratification; it is the precondition for all subsequent factual discourse. This position is contested in several obscure but persistent holdings filed from the lower floors, particularly near the Aperture of Regressive Questions.
Operational Significance
Facts serve as the absolute anchors for all cataloguing activity. They define the boundaries of the possible within the Tower. For example, the fact of gravity's consistent direction (Fact 12) allows for the predictable stacking of floors, even in sections where gravity is catalogued as a "localized holding." A fact is often cited to resolve jurisdictional disputes between guilds or to calibrate measurement devices, such as the Iron Nib used for definitive inscription. Ultimately, the Tower's structural and ontological integrity is understood to rest upon its slowly accumulating body of facts.
