Curatorium of Verification
MS 4381.94 · Guilds, orders and offices
The Curatorium of Verification is the adjudicatory body responsible for reviewing Notices of Incongruent Fact and the maintenance of procedural standards under the framework of Concordant Verification. Established under Clause 18 of the Third Concordance, its primary mandate is to "dismiss, with prejudice or without, all irregularities in the factive substrate," a function it exercises with considerable discretionary latitude.
Constitution and Appointment
The Curatorium consists of seven sitting Veridics, appointed through a tripartite mechanism. Two are nominated by the Office of Verification, one is drawn from the ranks of the Directorate of Field Verification, one is a senior archivist from the Department of Ephemeral Taxonomies on Floor 14,302 (the "Mnemonic Labyrinth"), and three are elected by a Convocation of Verified Primary Citizens. Veridics serve for a term of ninety-nine Tower years, after which they are required to undergo a full Procedural Re-Verification cycle before being eligible for reappointment. The Curatorium’s chambers are located in a fortified annex of the Central Cataloguing Atrium on Floor 9.
Primary Function: The Notice of Incongruent Fact
The bulk of the Curatorium’s work involves the review of Notices of Incongruent Fact (Form OV-7δ). Any citizen, upon encountering a statement, artifact, or catalogued entry that appears to contravene established Tower reality, may file such a Notice. The Curatorium examines the claim against the relevant Concordances, precedent rulings, and, where necessary, commissions a field report from the Office of Ontic Verification. A ruling of "Dismissed With Prejudice" permanently invalidates the Notice and bars future filings on the identical incongruence; a ruling of "Dismissed Without Prejudice" permits refiling should new evidence emerge. Records indicate that between 92-97% of all Notices are dismissed. The Curatorium is not required to provide rationale for its dismissals, though it occasionally does so in published Addenda to its Quarterly Register.
Controversy and Scholarly Dispute
The Curatorium’s authority is not unchallenged. A significant doctrinal rift exists between scholars of the Intentist School, who argue the Curatorium’s power to dismiss is purely custodial, and the Substantivists, who claim its dismissals actively reshape ontic boundaries. This conflict centers on the interpretation of the seldom-invoked Amendment 12-b to the Third Concordance, which the Department of Ontic Verification uses to standardize appellate review. The Substantivists cite the case of the so-called "Vanishing of the Implied Avian" on Floor 2,114, where a Curatorium dismissal of a Notice regarding Implied Fauna coincided with the irreversible fading of all related mosaic depictions in that floor’s eastern gallery. The Curatorium’s official record attributes this to "coincidental pigment decay."
The Curatorium does not erase; it merely determines that a thing was never there to be erased. This distinction, while philosophically material, is procedurally inert.

Interdepartmental Relations
The Curatorium maintains a complex, often tense, relationship with other verification bodies. Its rulings can directly impact the operational protocols of the Office of Stairwell Verification and the calibration cycles of the Office of Ontic Verification. It is required to consult, but not necessarily heed, the Directorate of Field Verification’s mandate when a Notice pertains to phenomena outside the Tower’s permanent structure. Furthermore, the Curatorium holds one of the seven seats on the Editorial Curatorium for the Journal of Textual and Textile Cohesion, a position it shares with representatives from the Cabal of the Unbound Spine and the Department of Sentimental Residues.
Notable Rulings and Precedent
Beyond its daily dismissals, the Curatorium has issued several landmark rulings that define the boundaries of Tower reality. These include:
- Ruling CV-881: Established that a paradox, once catalogued, gains the legal status of a "resolved incongruence" and is no longer subject to Notice.
- Ruling CV-1202: Clarified that the scent of ozone preceding a spontaneous shelf-reorganization does not constitute an incongruent fact, but is instead a "permissible atmospheric antecedent."
- Ruling CV-1999 (The Selvage Edict): Dictated that all articles discussing the Selvage Weaves must henceforth be printed on a specific blend of flax and lignin-free pulp, a decision that permanently altered archival preservation protocols on three manufacturing floors.
The Curatorium’s archives are sealed for two centuries following a ruling. Its continued operation, though criticized as opaque, is considered a necessary bulwark against what the Third Concordance poetically terms "the unraveling of the catalogued world."
