Issuance and Authority

The exclusive right to issue Tier-3 Visas is vested in the Vault of Conditional Authority by Clause 7 of Concordance 37 and reinforced by Ruling 88.45 (see specialized archival materials). Applications must be submitted via Form E-909/3γ, which requires notarization by a certified Dormant Scribe and a stamped affidavit of epistemic intent from the applicant's sponsoring department. Permitted Operations
