Conditional Authority

MS 6748.17 · Practices and doctrines

Conditional Authority is the jurisdiction granted to an office, instrument, or individual by a specific and temporally bounded Conditional Existence clause. Unlike permanent authority derived from foundational texts like The Obsidian Decree, conditional authority is inherently provisional and contingent upon the continued validity of its enabling condition.

Source and Granting

Conditional authority is typically conferred via a Contingent Epistemic Visa, issued by the Vault of Conditional Authority. The authority is inscribed within the visa's resonance matrix and is only active while the visa's underlying condition—such as the sustained hum of a Type-2 Laminar Flow Gauge or the unresolved status of an entry in the Chamber of Unfinished Symphonies—remains unaltered. Secondary grants can be made through Provisional Annotations appended to existing Concordances, though these are subject to more frequent review.

Scope and Limitations

The scope of conditional authority is precisely defined in its grant. It may permit actions otherwise prohibited, such as accessing a Conditional Authority Vault or authorizing a Conditional Re-stabilization procedure. However, it never supersedes the authority vested in a Receiving Authority or violates an Ordinance of Conditional Closure. A key limitation, as established in the Annex to the 7th Concordance, is that conditional authority cannot be used to grant further conditional authority, a principle known as the "non-transitive restriction." This restriction is symbolically reinforced by the prohibition against applying a Transitive Sigil to any document bearing conditional authority.

Physical Manifestations

Conditional authority is often materialized in specific objects. The most common is the Vibration Permit, a laminated card that resonates at a frequency tied to its grant. The permit's color shifts from azure to grey upon the condition's failure. Authority for overseeing certain collections, such as the Vivarium of Conditional Forms or the Museum of Obsolete Instruments, is represented by a specific key drawn from the Lexicon of Conditional Phrases, which must be verbally invoked at the start of each custodial shift.

Revocation and Lapse

Authority lapses immediately and automatically upon the termination of its enabling condition. Notification of lapse is seldom required, as the physical manifestations cease to function. In cases where a condition degrades gradually, a Conditional Re-stabilization protocol may be enacted by the Vault of Conditional Authority to prevent abrupt jurisdictional voids. If authority must be revoked before a condition naturally lapses, a formal Ordinance of Conditional Closure must be filed, a process that requires countersignatures from at least three Librarian-Provisionals.

Scholarly Disputes

The primary doctrinal conflict concerns the ontological basis of conditional authority. The dominant "hydraulic model," detailed in the Treatise on Conditional Geographies, posits that authority is a conserved fluidic resource merely channeled through conditional clauses. A minority school associated with the Vault of Conditional Authority challenges this, arguing in several unpublished briefs that conditional authority is not channeled but spontaneously generated by the epistemic friction between a stated condition and reality, and thus does not deplete the reservoir of permanent authority held in the Vault of Immutables. This debate has practical implications for the cataloguing of recursive conditional systems.

Notable Applications

Conditional authority structures many Tower operations. The maintenance schedule for Spiral 47-B is authorized by the condition that "the ambient light remains below 15 lumens." The Tier-3 Epistemic Visas granted to archivists working with paradox-adjacent materials are conditional upon weekly solipsism screenings. The joint oversight of the Museum of Absurd Authority by the Vault of Conditional Authority and the Curators' Guild is itself subject to the condition that no visitor completes a full tour without expressing at least one moment of sincere confusion.
