Receiving Authority

Receiving Authority is the provisional, conditional, and spatially-bounded form of administrative power vested exclusively in a Receiving Registrar for the duration of a single, authenticated arrival event. It is the legal framework that permits the application of the Arrival Sigil and the temporary suspension of local floor governance at a designated receiving point.

Principle and Scope

Receiving Authority is an operational doctrine, distinct from the substantive authority held by floor stewards or the Grand Registrar's office. It derives from the Third and Seventeenth Concordances, which establish that the moment of arrival is a unique ontological state requiring specialized oversight. The authority activates the instant a petitioner or object manifests at a certified Receiving Aperture and terminates immediately upon the Registrar's final signature and seal. Its scope is deliberately narrow: it covers authentication, sigillation, and the preliminary assignment of a holding number. It does not extend to appraisal, classification, or shelving decisions.

Activation and Temporal Limits

The activation of Receiving Authority is contingent on three conditions being met, as per Clause 4, Annex C of the Seventeenth Concordance: the presence of a commissioned Registrar, the verification of the receiving floor's designated status, and the physical readiness of the Receiving Slate. The authority is intrinsically linked to the operational lifespan of the Receiving Aperture itself, which is capped at one hundred years. A longstanding, though unresolved, scholarly debate exists over whether Receiving Authority expires with the Aperture's decommissioning, or if it merely becomes dormant until a new Aperture is consecrated on the same site. The Central Registry has historically favoured the latter interpretation to avoid invalidating past arrivals.

Conflict with Local Authority

By necessity, Receiving Authority temporarily supersedes the local procedural authority of the floor on which it is exercised. This can lead to jurisdictional friction, particularly on floors with strong traditional governance, such as Floor 14,142. The Doctrine of Proximate Authority was developed largely to mediate these conflicts, establishing that while a Receiving Registrar’s directive is absolute during the arrival process, any subsequent dispute over the received material falls under local precedent. Disagreements are typically referred to the Office of Procedural Reconciliation, which issues binding Preliminary Scrutiny Reports. Chronic conflicts are sometimes elevated as Petitions of Recursive Authority.

Delegation and the Registrar Corps

Receiving Authority is personal and non-transferable; it cannot be delegated to junior members of the Registrar Corps. However, a Registrar may invoke ancillary support protocols. For instance, the management of accumulated Imperfect Silhouettes on a Slate is often handled by adjunct clerks under the Registrar's direct supervision, but the final act of clearing the slate—and thus dissolving the accumulated provisional receipts—requires the Registrar's personal exercise of authority. This principle ensures a single, accountable chain of custody from manifestation to initial entry.

Limitations and the Anteroom

The most significant limitation of Receiving Authority is its inability to process arrivals deemed "conceptually incomplete." Materials or petitioners that lack a verifiable point of origin, or whose manifest nature contradicts the floor's declared thematic catalogue, cannot be fully received. In such cases, the Registrar's authority extends only to issuing a provisional hold slip and directing the matter to The Anteroom of Unanswered Questions. From that point, responsibility shifts entirely. Furthermore, Receiving Authority does not apply to materials received through Central Receiving Apertures, as those processes are governed by separate de-identification statutes under the Vault of Conditional Authority.

Extinction and Record

Upon completion of duties, the Receiving Authority extinguishes. Its only permanent artifact is the received document bearing the Arrival Sigil. A copy of this document is retained by the Registrar's office, and another is dispatched to the relevant floor archive. The authority itself leaves no continuing legal force, a principle famously upheld in the School of Generative Authority's ruling on the Matter of the Perpetually Arriving Lexicon. Attempts to reactivate or "rehearse" Receiving Authority for the same arrival are strictly prohibited and are subject to review by the Ordinance Clarifiers.
