Registrar of Provisionals
MS 0659.55 · Guilds, orders and offices
Registrar of Provisionals is the title of the semi-permanent clerical incumbent responsible for administering the Ledger of Temporary Holdings and overseeing the initial review of Provisional Realities submitted to the Tower's cataloging authority on Floor 714. The role operates under the administrative purview of the Clerk Registrar and is considered a notable fixed office within the Registrar Corps, though it is distinct from more conventional registrars such as the Registrar of Persons or the Registrar of Negative Integers. The current holder of the office is Registrar Maelstrom, who has held the assignment since the 17th Revision of the Fifth Aperture.
Mandate and Jurisdiction
The Registrar of Provisionals’s primary function is to act as the Receiving Authority for all submissions designated as 'Provisional'. This includes Provisional Realities, Provisional Ontologies, and Provisional Anomalies. Upon receipt, the Registrar assigns a unique docket number, grants a Provisional Shelf-Mark, and enters the submission’s metadata into the Ledger of Temporary Holdings. The office's jurisdiction is explicitly limited to the intake and preliminary classification phase; authority for deeper cataloging, ontological arbitration, and final shelving rests with the Curatorial Guild and, ultimately, the various Junior Librarian sub-committees.
Clause 7 of the Fifth Concordance grants the Registrar broad powers of "provisional oversight," a term that has been the subject of extensive hermeneutic dispute. A conservative reading, favored by the Grand Registrar's office, limits this to procedural gatekeeping. A more expansive interpretation, typically cited by Librarian-Provisionals, suggests it includes the right to conduct preliminary field investigations into the stability of a submitted reality before it enters the formal review queue.
Procedural Workflow
The standard workflow, as outlined in Annex Delta of the Office of the Clerk Registrar’s manual, is as follows:
- Receipt and Acknowledgment: The submission is physically (or conceptually) delivered to the Vestibule of Floor 714. The Registrar, or a designated Factotum-First, issues a stamped receipt.
- Docketing: A docket number is assigned using the 714-Alpha series (e.g., 714-A-4492).
- Provisional Shelving: A temporary physical or metaphysical location is designated within the Vestibule's holding stacks, marked with the Provisional Shelf-Mark.
- Ledger Entry: Key descriptors—including submitting entity (if any), proposed ontological category, perceived coherence rating (1-9), and assigned docket—are entered into the Ledger.
- Transfer: The docket is forwarded to the Registrar of Pending Determinations, which queues it for review by the Curatorial Guild.
The office is also responsible for the annual Purge of Lapsed Provisionals, wherein any holding that has not progressed to a Curatorial hearing within seven standard Tower cycles is dissolved and its Ledger entry struck through with red ink.
Administrative Place within the Registrar Corps
Unlike line registrars who manage extant, catalogued entities (e.g., Negative Folios, persons, unspoken greetings), the Registrar of Provisionals deals exclusively with the not-yet-real. This places the office in a unique, often contested, bureaucratic position. It is subordinate to the Clerk-Registrar of Linear Standards for procedural matters but must coordinate closely with the research arm of the Curatorial Guild for substantive ones. The office's budget is drawn from the Registrar Corps' discretionary fund for "Emergent Cataloging," a line item perennially under scrutiny.
The relationship with the Registrar of Negative Integers, another office dealing with non-standard entities, is formal and limited to quarterly cross-referential audits to ensure no submitted provisional reality improperly depends upon or defines itself through a negative integer, which would trigger an immediate jurisdictional transfer.
Notable Incumbents and Precedents
Prior to Registrar Maelstrom, the office was held for 43 cycles by Registrar Quietus, whose tenure is remembered for the "Quietus Precedent." This was a ruling, later partially overturned by the Clerk Registrar, that a Provisional Reality exhibiting self-aware nostalgia for its own future catalogued state could be fast-tracked to permanent shelving. The ruling created a backlog of 1,200+ submissions attempting to replicate the condition, most of which were later dismissed as "ontological pleading."
The office of the Registrar of Provisionals is not considered a stepping stone to higher Registrar Corps positions, given its specialized focus. Instead, seasoned incumbents often rotate into advisory roles within the Curatorial Guild's Provisional Research Permit division.
Disputes and Ambiguities
The primary scholarly disagreement surrounding the office concerns the legal authority of its "provisional oversight." The conflict centers on whether the Registrar may reject a submission at the point of intake. The Concordances are silent on rejection criteria. The Fifth Concordance, Clause 7, references "attendant rights of provisional oversight," while the Third Concordance, Clause 19, states "the Tower's doors stand open to all potentialities."
The practical compromise, as enacted by Registrar Maelstrom, is to accept all submissions but to assign a "coherence rating" of 1 to those deemed manifestly unstable or contradictory. These are effectively placed into a bureaucratic stasis within the Ledger, as the Curatorial Guild's review protocols deprioritize any submission with a rating below 3. Critics argue this is rejection by administrative delay, violating the spirit of the Third Concordance. Defenders cite the need to protect the integrity of the Vestibule's holding stacks from ontological corrosion.
