Ledger of Temporary Holdings

MS 3273.05 · Documents and ordinances

The Ledger of Temporary Holdings (Catalogus Temporarius, GLOTHE index 714.LTH) is the primary registry for the initial accession, provisional classification, and lifecycle tracking of phenomena and materials granted a Provisional Holding Number. Maintained under the jurisdiction of the Registrar of Provisionals, the Ledger’s primary copy resides in the Ephemeral Annex on Floor 714. It exists as a physical object—a bound codex of over 40,000 pages of resilient vellum—and as an administrative function, with certified copies disseminated quarterly to the Central Catalogue and the Office of the Keeper of Temporary Jurisdictions for spatial reconciliation.

Purpose and Scope

The Ledger's mandate, established under Clause 12 of the Fifth Concordance, is to provide a documented cradle for realities that are, by definition, not yet fully extant or are in a state of flux. Unlike the Ledger of Persistent Anomalies, which archives stable impossibilities, or the Ledger of Attenuated Holdings, which records inerted phenomena, the Ledger of Temporary Holdings captures subjects in medias res. Examples documented include the Fading Atlas of Lake Ylem (PHN-714-8832), a map that migrated from shelf to shelf over a period of eleven cycles before its entry was marked "expired"; and the Whispering Consensus of the Hall of Unspoken Debate (PHN-714-9901), a temporary auditory phenomenon that required three concurrent PHNs for its constituent echoes.

Each entry must log, at minimum: the assigned PHN; the date and aperture of manifestation; the submitting Librarian’s sigil; a brief descriptive title; the cited 'contextual pressure' that necessitated provisional status (typically cross-referenced with a Sanctioned Ledger); and the designated review cycle. The final column is reserved for the entry’s disposition: ‘Promoted to Permanent Holding’, ‘Attenuated’, ‘Expired’, or ‘Referred for Disputation’.

Procedural Requirements

Submission to the Ledger is governed by Annex Γ of the Fifth Concordance, which stipulates that a Temporary Holding must arise from a documented contextual pressure logged for at least seven cycles. The Registrar, or a Deputy Clerk, conducts an initial review to ensure the phenomenon does not demonstrably conflict with an already-permanent holding—a check performed against the Master Index. Upon approval, the entry is inscribed in iron-gall ink, and a corresponding Provisional Shelving location is assigned within the Ephemeral Annex. The physical act of inscription is held by some scholastic traditions to contribute a minor stabilizing influence on the holding itself, a theory debated in the marginalia of the Ledger of Perused Paradoxes.

Regular reconciliation with other core ledgers, as per the Procedures for Ledger Reconciliation, is critical. Spatial coordinates logged in the Ledger of Temporary Holdings are cross-checked quarterly against the master torsion ledger at the Office of the Keeper of Temporary Jurisdictions to prevent dimensional overlap. Acquisitions that involve material components are noted in the Procurement Ledger Delta-9, and any resonant or echoic properties are referenced to the Ledger of Damped Echoes.

Controversies and Amendments

The primary doctrinal dispute surrounding the Ledger concerns the ontological weight of its entries. The Formalist School, citing the Third Concordance, argues that inscription in the Ledger constitutes a 'first-order recognition' that actively sustains the provisional reality. The Epiphenomenalists, referencing a contradictory gloss in the Seventh Concordance, maintain the Ledger is merely a passive record of independently occurring temporal aberrations, with no causal role. This dispute has practical ramifications for resource allocation within the Ephemeral Annex.

The Ledger has been amended fourteen times since its inception. The most significant revision, Amendment IX, followed the incident of the Self-Referential Folio (PHN-714-4500), which attempted to generate its own PHN entry. This led to the permanent enshrinement of the rule that no holding may reference its own PHN within its descriptive field. All earlier entries were retrospectively audited, a task that required the creation of a separate Ledger of Unconfirmed Holdings to track anomalies from the review period.

Notable Related Registries

The Ledger of Temporary Holdings is the central node in a network of subordinate and specialized temporary registries. These include the Lumen Ledger for transient light-based phenomena, maintained by the Clerk of the Beam; the Grand Ledger of Auditory Potential (Floor 413); and the Ledger of Partial Acquisitions, which deals with holdings believed to be fragments of a larger, absent whole. The Witness Ledger 44-Gamma is sometimes consulted for corroborating testimony on particularly ephemeral temporary holdings, though its use in this capacity requires a Registrar's dispensation.

Current Status

As of the last quinquennial audit (Cycle 12,227 of the Year of the Dust Settled Ledger), the Ledger contained 187,433 active entries, with an average of 47 promotions to permanent status and 212 expirations per cycle. The physical codex is currently 91.7% capacity. A subcommittee of the Registrar of Provisionals is reviewing Annex Γ to determine if the threshold of 'seven cycles' of contextual pressure remains optimal, given the increasing volumetric strain on the Ledger Halls of Floor 714.
