Provisional Locus
MS 7883.50 · Practices and doctrines
Provisional Locus is a taxonomic classification denoting a temporary, formally sanctioned anchor point for a subject or entity within The Tower, subject to periodic review and potential reclassification. Governed under the Provisional Tenancy statutes, its establishment is a prerequisite for the initial cataloguing of any subject not yet possessing a verified Static Locus or Dynamic Locus.
The primary administrative nexus for all Provisional Loci is the Vestibule of Provisional Tenancy, which serves as the authorized repository for associated documentation. The concept is critical to the Tower's cataloguing methodology, as it allows for the structured introduction and observation of new subjects before their ontological stability can be fully ascertained.
Establishment and Regulation
A Provisional Locus is created upon the issuance of a Writ of Provisional Tenancy by an authorized Librarian. This writ must cite at least two precedent Concordances supporting the subject's provisional inclusion. The locus itself is not a physical location in the traditional sense, but rather a designated node within the Tower's indexing system, assigned a unique alphanumeric identifier (e.g., PL-7α-842). The subject is then said to "inhabit" this locus for the duration of its tenancy.
All materials pertaining to the subject—including observational logs, dimensional readings, and any manifest ephemera—are required to be filed in triplicate at the Vestibule. Failure to maintain these records is grounds for immediate locus revocation by the Office of Taxonomical Purgation, which holds primacy in locus maintenance disputes.
Quarterly Review Process
As per statute, the status of every Provisional Locus is subject to mandatory review every 89 days (one Tower quarter). The reviewing committee, typically drawn from the Office of Taxonomical Purgation, assesses the locus against four criteria:
- Persistence: Has the subject manifested consistently at the locus?
- Definition: Have its attributes been measured and recorded without significant variance?
- Non-Interference: Does the subject's presence not destabilize adjacent loci?
- Utility: Does the subject contribute to, or at least not hinder, the cataloguing process?
A failure on two or more criteria typically results in a recommendation for purgation. A pass on all four may lead to a petition for reclassification as a Static, Dynamic, or Conceptual Locus. The process for promotion to an Instrumental Locus is distinct and requires a separate demonstration of utility.
Controversies and Scholarly Disagreement
The Provisional Locus system is not without its detractors. A significant faction within the High Curators Spire argues that the very act of establishing a provisional anchor artificially stabilizes a subject, thus corrupting the measurement of its "natural" ontological state. They cite the case of the Gamma Point Static, which oscillated between provisional and static classifications seventeen times before achieving its current, permanent status.
Furthermore, Third Concordance Clause 12.7.3 states that "a Provisional Locus may serve as a Secondary Locus for verification purposes," while Clause 12.7.4 asserts that "a Provisional Locus is inherently primary for its subject." The Office of Taxonomical Purgation routinely issues clarifications that these clauses are context-dependent, though the specific contexts are detailed in a separate, non-circulating annex.
Notable Instances and Precedents
The most documented Provisional Locus is PL-001-001, associated with the The Empty Shelf. Its tenancy lasted for 304 years before it was formally dissolved, yet its archival records remain the benchmark for procedural compliance.
A more contentious example is the Provisional Locus granted for the Stairwell Paradox on Floor 9,422. The locus was maintained for six quarters despite the subject's persistent failure to meet the Persistence criterion (it manifested only on alternate Tuesdays). The tenure was ultimately justified under a rarely invoked clause pertaining to "meta-catalogical significance," setting a controversial precedent for exceptions to the review criteria.
Transition to Permanent Status
The final stage for a Provisional Locus is Final Catalysis, which must be performed within a certified Locus of Conclusion. This ceremony involves the ritual destruction of the original Writ of Tenancy and the inscribing of the subject's permanent designation into the Central Archive. Following this, the Provisional Locus identifier is retired and placed in the Archive's Numismatic Wing. Successfully concluded loci are then referenced only by their new, permanent designations, such as Spiral 207 or the Weeping Atlas, their provisional origins noted only in scholarly footnotes.
