Primary Locus
MS 0265.08 · Practices and doctrines
Primary Locus is the designation, under the locus taxonomy maintained by the Office of Taxonomical Purgation, for the principal and most authoritative manifestation point of a catalogued subject. A primary locus is the site against which all measurements, definitions, and registry entries for that subject are calibrated; where a subject manifests elsewhere, those appearances are recorded as secondary loci and corrected against the primary. The doctrine is stated without qualification in the Axiom of Locative Adherence, which holds that all locus phenomena exhibit primary affinity for their locus of generation, with secondary propagation possible and predictable.
The classification is exclusive. A subject holds one primary locus at a time, and the loss of that locus — by structural failure, by administrative transfer, or by the slow displacement described under Echo-Locus Drift — does not automatically promote a secondary site in its place. Promotion requires a fresh determination by the Office, a procedure that has been known to take eleven years.
Doctrine and the taxonomy
The Office recognises four canonical types of locus. The Static Locus is the primary classification for permanently non-dynamic subjects; the Dynamic Locus governs subjects whose manifestation moves under its own power; the Instrumental Locus anchors an entity by its usefulness rather than its position; and the Provisional Locus anchors a subject temporarily under Provisional Tenancy statutes and quarterly review. The primary locus is not a fifth type but a rank that any of the four may carry. A provisional locus may therefore be primary, a fact that has caused difficulty at every review since the distinction was drawn.
Rank is conferred by measurement, not by assertion. A candidate site must return readings within tolerance across three consecutive cycles conducted in the Primary Verification Atrium on Floor 101, Sub-level Gamma, the fixed procedural locus for all Primary Verification. Sites failing the third cycle are entered in the register as secondary and may not be re-nominated for nine years.
Documented examples
The archive's clearest cases are architectural. The Weeping Gallery on Floor 44 is the primary documented locus of the Weeping Atlas, and all impressions of the Atlas taken elsewhere are calibrated against impressions taken there. Sub-Level 9 holds the primary locus of the Hum of the Depths, a subject for which no secondary site has ever been certified. The West Spiral of Unending Debate on Floor Forty-Seven is the primary locus of the Provenance Debate, and the Central Scriptorium the primary locus for the transcription and amendment of the Concordances. The Third Concordance is itself instructive: its primary ratified exemplar is the locus for the Kettleman Copy Resonances, and no copy taken from it has ever been accepted as a primary reading.
The Vantage Question
A standing dispute concerns whether a primary locus may be moved. The Ninth Concordance, Annex 2, holds that "the primary locus is where the subject is chiefly found, and is found there because it is chief" — a formulation the Office has never been able to apply. The Eleventh Concordance, Annex 2, contradicts it directly, permitting transfer of primary rank where the receiving site demonstrates superior returns over four cycles.
"The locus does not travel. The registry travels, and the locus is wherever the registry has arrived."
— Eleventh Concordance, Annex 2, marginal recension
The dispute acquired a name, the Vantage Question, after the Vantage Committee was struck to resolve it in the winter of the year the West Spiral flooded. The Committee sat for two sessions, ruled that the question was not ripe for determination, and has not been convened since. Both Annexes remain in force.
The Halloway Grievance
In the winter of that same year, a verification clerk named Halloway of the Fourth Desk submitted readings from the Vestibule of Measure purporting to show that the vestibule's secondary status had been maintained in error for six decades, and that its returns exceeded those of the certified primary site for the subject then under review. The Office upheld the primary designation and reclassified the vestibule as secondary, citing the Axiom of Locative Adherence. Halloway's memorandum argued that the Axiom was a description of tendency rather than a licence to disregard measurement, and was returned unopened with the seal unbroken. Halloway is recorded thereafter only in a maintenance note concerning the Fourth Desk lamp.
A reconciliation is attempted each decade by comparing the Resonant Staircase of Floor -7 against the Whispering Stairwell Floor 8433, the former having been certified primary for its subject and the latter serving as its standing secondary. The comparison has never resolved the Vantage Question, though it has twice resolved the question of which stairwell is louder.
Registry notes
The locus registry is compiled in the Axiomatic Atrium and sealed quarterly. Corrections are entered against the cycle in which they are observed, never against the cycle in which they are discovered, a rule introduced after the Stairwell Paradox was recorded twice in the same year. Visiting readers may consult the registry on presentation of a Desk token; they may not bring food into the Atrium. Displacement of a primary locus without registry amendment is entered under Echo-Locus Drift and is not, in itself, grounds for reclassification — a distinction the Office has defended in writing on four occasions and explained on none.
